دوست خوبم محمد مالجو در گفتگویی با عنوان ارزیابی تعامل سیاست و اقتصاد حک شدگی اقتصاد بر پیکر سیاست به نکات جالبی اشاره کرده است. مالجو معتقد است که:
لب مطلب این است که رابطه میان دموکراسی و نظام بازار نه یک رابطه علیتی بلکه یک تصادف تاریخی است. واقعیت این است که هیچ دولت دموکراتیکی تاکنون به براندازی نظام بازار مبادرت نکرده است. همین واقعیت را باید تبیین کرد، یعنی باید تبیین کرد که چرا هیچ جامعهای دموکراسی را ضمن کنارگذاری نظام بازار تجربه نکرده است نه اینکه چرا دموکراسی به نظام بازار نیاز دارد. پرسش این است که چرا نظامهای سیاسی دموکراتیک هرگز تا جایی پیش نرفتهاند که امکان کنارگذاری نظام بازار را آزمون کنند. پاسخ خیلی پیچیده نیست. علت را باید در درجه فوقالعاده بالا از توافق فکری جستوجو کرد که نظام بازار را یا تایید میکند یا میپذیرد. فراموش نکنید که از وحدت کلمه حرف نمیزنم بلکه از توافق چنان قویای صحبت میکنم که مخالفان نظام بازار و رهبرانشان هرگز حتی یکبار نیز در تاریخ کشورهای سرمایهداری به آن دست نیافتهاند.
علت استمرار این وضعیت ذهنی میان شهروندان کشورهای دموکراتیک بازاری را باید در یورشی جستوجو کرد که از سوی نخبگان بازاری و متحدانشان میان نخبگان دولتی به اذهان تودهها به عمل میآید. نخبگان بازاری و نخبگان دولتی در واقع نظام بازار را به جامعه تحمیل میکنند چون هر گونه تغییری در نظام بازار به نابودی قدرت و مزایایشان میانجامد. نظام بازار به مدد مجموعهای از قواعد و سنتهایی میچرخد که قدرت دولت را محدود میکنند. چنین قواعد و سنتهایی مثلا از انتقال گسترده ثروت جلوگیری میکنند و همچنین در گرو پخش قدرت در دستان نخبگان بازاری است.
مالجو در بخش دیگری از گفتگوی خود به نکته جالب دیگری اشاره کرده است:
بیتردید معضل تولید و رشد اقتصادی در اقتصاد ایران بیاندازه خطیر و جدی است. اما کمتر به این نکته توجه میشود که حل معضل رشد اقتصادی در گرو توجه به بازتوزیع اساسی در ثروت نیز هست. بدون بازتوزیع ثروت اقتصادی در کشور نمیتوان به حداقلی از توافق و سازش میان همه طبقات برای حل معضل تولید رسید. لازمه بازتوزیع ثروت اقتصادی نیز بهنوبه خود مستلزم بازتوزیع قدرت سیاسی است که هرگز در دستور کار هیچ یک از نیروهای سیاسی فعال در انواع انتخابات نبوده است. بدین اعتبار، اصلاحات اقتصادی بدون اصلاحات سیاسی نه مطلوب است و نه ممکن. اقتصاد ایران هم در زمینه رشد اقتصادی با معضل روبهرو است و هم در زمینه عدالت و برابری. حل معضل رشد اقتصادی از جمله مستلزم بازتوزیع اساسی ثروت اقتصادی در جامعه است. بازتوزیع ثروت اقتصادی نیز بهنوبه خود در گرو بازتوزیع قدرت سیاسی است. آن دسته از نیروهای سیاسی فعال در انتخابات که بر حل معضل رشد اقتصادی تاکید میکنند از بازتوزیع ثروت اقتصادی پرهیز دارند و آن دسته از نیروهای سیاسی نیز که برای بهبود عدالت به طرزی شعارگونه بر بازتوزیع ثروت اقتصادی اصرار میورزند از بازتوزیع قدرت سیاسی اجتناب میکنند. ایران هرگز شاهد انتخاباتی نبوده است که نیرویی مترقی به طور توأمان هم بر رشد اقتصادی و عدالت تاکید کند و هم لازمه چنین تاکیدی یعنی اصلاحات سیاسی برای بازتوزیع قدرت سیاسی را در دستور کار خود قرار دهد و از این رهگذر برای برقراری نوعی سازش و توافق طبقاتی میان اقشار گوناگون اجتماعی که لازمه حل معضل رشد اقتصادی و عدالت است اهتمام ورزد. نشانهای در دست نیست که در انتخابات بعدی ریاستجمهوری نیز وضع بهگونهای دیگر باشد.
البته من در مواردی با او موافقم و در مواردی هم با مالجو اختلاف نظر دارم.
