اکنون نزدیک به سههفته از اعتراض بازاریان اصفهانی و تهرانی و لغو قانون مالیات بر ارزش افزوده میگذرد. در این میان مباحث بیشماری بر سر شتابزدگی در اجرای قانون مالیات برارزش افزوده، از یک سو، و ناکارآمدی نظام مالیات بر ارزش افزوده در ایران، از سوی دیگر، از سوی اقتصاددانان و نااقتصاددانان صورت گرفته است. بدون اینکه بخواهم به بحث در خصوص درستی یا نادرستی نظام اعمال مالیات بر ارزش افزوده در اقتصاد ایران بپردازم، میکوشم تا کمی درباره شیوه تعامل بازاریان با دولت بحث کنم. ظاهرا در ایران بازاریان به خوبی شیوه تعامل و گفتمان با دولت را میدانند و در گذر سالها فعالیت در شرایط یک اقتصاد دولتی فرایند تعامل بهینه با دولت را یادگرفتهاند. از همین روست که کمتر شاهد از کوره در رفتن بازاریان در تقابل با سیاستهای دولت هستیم. آنها کمتر دست به اعتراض در برابر سیاستهای دولت میزنند و معمولا از طریق کانالهایی که خود در گذر سالها با دولت ایجاد کردهاند گره از کار فروبسته خود میگشایند بدون اینکه هیچ اختلالی در نظام بازار پیش آید. برای مثال، کارگران ساختمانی را در مقایسه با بازاریان در نظر بگیرید. هنوز مدت زیادی از مرگ کارگران ساختمانی در سعادتآیاد تهران نمیگذرد. اما اگر تمام کارگران ساختماتی یک روز کار خود را تعطیل کنند و به نشانه اعتراض خود اعتصاب کنند، البته اگر بتوانند منافع خود را در یک راستا قرار دهند و این موضوع را درک کنند، آیا روز بعد یا حتی چند روز بعد قانون حق بیمه کارگران ساختمانی در ایران تصویب خواهد شد. به گمان به هیچ وجه. در تشریح این پاسخ منفی باید بگویم که: اگر بازار، پارلمان (نماینده حکومت) و جامعه مدنی را سه ضلع یک مثلث بدانیم، بدون شک قانونگذاری یا لغو پارهای از قوانین اجرایی باید در پارلمان صورت بگیرد. اما شیوه تعامل میان نهاد اقتصادی و نهاد سیاسی و از سوی دیگر شیوه تعامل میان نهاد سیاسی و نهاد اجتماعی باید مد نظر قرار گیرد. نهاد سیاسی وابسته به نهاد اقتصادی (بازار) به سبب تامین منافع خود، منافع اقتصادی نهاد بازار را تامین میکند و به منظور جلوگیری از خروج بازاریان از گردونه بازی همیشه نیمنگاهی به تامین منافع بازاریان دارد. یا برای مثال کارفرمایان ساختمانی بخشی از بازار را تحتالحفظ در اختیار خود دارند و هر بار به طریقی مانع از تصویب قانون حق بیمه کارگران ساختمانی میشوند. اما کارگران ساختمانی، همانند رانندگان اتوبوسرانی، از یک سو شیوه تعامل با دولت را بلد نیستند و از سوی دیگر، کانال ارتباطی چندان قوی هم برای تاثیرگذاری بر نهاد سیاسی ندارند.
نکته جالبتر این است که طرفداران حکمرانی خوب معتقدند که در یک اقتصاد نفتی، نهاد سیاسی، یا همان دولت مستقل از مردم یا همان جامعه مدنی است چرا که هزینههای خود را از طریق مالیات دریافتی از مردم تامین نمیکند. حال سوال این است که اگر دولت نفتی، هزینههای خود را از راه مالیات تامین نمیکند پس چطور میشود که همین دولت در مقابل اعتراض وفادارانه بازاریان سر تعظیم فرو میآورد و به خواسته آنان تن در میدهد؟ احمد اشرف کتابی با عنوان “موانع تاریخی رشد سرمایهداری در ایران” دارد و در آنجا میکوشد تا پاسخی هرچند کلی به این مساله بدهد. اما من شیوه پاسخ احمد اشرف را که بسیار کلی است نمیپسندم و اگر بخواهم صریحتر بگویم به گمانم باید از ارائه یک پاسخ کلی برای این سوال دوری کنیم. به گمان من پاسخ به این سوال نیازمند این است که شیوه تعامل هر یک از گروهها و طبقات حاضر در نهادهای جامعه مدنی و بازاریان را با دولت به طور جزئی مورد بررسی قرار دهیم.
به نظر میرسد در بررسی خاص رفتار بازاریان باید به این مساله کلیدی توجه داشت که همسویی تمام و کمال منافع بازاریان عامل مهمی در بروز کنش جمعی موفقیتآمیز آنان در تحقق خواستههایشان دارد، امری که به راحتی در میان کارگران ساختمانی یا کارگران زباله روب یا اقتصاددانان محقق نمیشود؟ برای نمونه فرض کنید تمامی اقتصاددانان بخواهند تصمیم بگیرند تا یکروز اعتصاب کنند. شخصا گمان میکنم که هرگز چنین اجماعی در میان آنان حاصل نخواهد شد چرا که منافع هر یک از آنان به طریقی تحت تاثیر قرار میگیرد. اما بازاریان میدانند که هدفشان از بروز کنش جمعی چیست و دوم به راحتی گرد هم جمع میشوند. به عبارت دیگر منافع برای بازاریان تعریف مشخص و همگنی دارد و در عین حال منفعت برای آنا یکچیز عینی و مشخص است. پس هنگام در خطر افتادن آن منافع به خوبی خطر را درک میکنند. اما سوال مهمتر این است که چرا اینبار بازاریان از کانالهای مرسوم خود برای تاثیرگذاری بر دولت استفاده نکردند و به اعتراض که امری غریب در میان بازاریان است دست زدند؟ تاریخ اقتصاد ایران کمتر حکایت از اعتراضات پر سر و صدای بازاریان دارد و همانطور که در فیلم کما نشان داده میشود آنها به آرامی و در گوشه عزلت به حل مشکلات خود میپردازند. اما چه میشود که اینبار بازاریان خونشان به جوش میآید و طاقتشان به سر میآید؟ اقتصاد سیاسی تعامل بازاریان و دولت در اقتصاد ایران کمی دستخوش تغییر شده و پیدا کردن سرمنشا این کلاف در عین اینکه بسیار مهم است اما کار چندان سادهای نیست.
