سال ۱۳۸۵ به همراه گروهی از دوستانم پژوهشی در حوزه علم اقتصاد در میان ۹ دانشکده اقتصاد ایران (تهران، علامه طباطبایی، شریف، شهید بهشتی، تربیت مدرس، الزهرا، امام صادق، فردوسی مشهد و شیراز) انجام دادیم. این پژوهش شامل تکمیل یک پرسشنامه و همینطور گفتوگو پیرامون وضعیت علم اقتصاد بود و نتیجه آن بهطور مفصل در قالب نوشتاری در سومین همایش آموزش علم اقتصاد ارائه شد.. در بخشی از آن پژوهش، به بررسی مساله میزان علاقهمندی دانشجویان علم اقتصاد ایران به دروس مختلف و از جمله اقتصاد سیاسی پرداختیم. از میان نزدیک به ۱۲۰ دانشجوی کارشناسی ارشد، نزدیک به ۴۰ درصد گزینه علاقه زیاد و ۲۰ درصد هم گزینه تاحدودی علاقهمند را انتخاب کرده بودند. اما نکته و شاید مشکل این بود که در آن زمان و البته هنوز هم واحدی درسی با عنوان اقتصاد سیاسی در هیچکدام از از دانشکدههای اقتصاد ایران تدریس نمیشد و نمی شود. در این میان و در گفتوگو با دانشجویان متوجه شدم، علاوهبر اینکه اقتصاد سیاسی ارائه نمیشود، کتاب خوبی هم در زمینه اقتصاد سیاسی در بازار کتب اقتصادی برای خواندن وجود ندارد. خوشبختانه چند روز پیش در نشر ثالث باخبر شدم که کتابی با عنوان “نظریههای اقتصاد سیاسی” نوشته جمیز ای.کاپوراسو و دیوید پی.لوین با ترجمه محمود عبداللهزاده روانه بازار شده است. چنانکه در مقدمه این کتاب آمده است اصطلاح “اقتصاد سیاسی” زائیده قرن هجدهم بود و جایگزین شده آن به جای واژه اقتصاد حکایت از “تغییر شگرفی در نظام تامین نیازها، یا همان نحوه تولید و توزیع کالاها” داشت. کاپوراسو و لوین معتقدند که “اغلب تصور میشود اقتصاد سیاسی ادغام سیاست و اقتصاد است، و این مساله که مفهوم اقتصاد سیاسی مبتنی بر جدایی پیشینی سیاست و اقتصاد میباشد، کمتر پذیرفته شده است. متمایز ساختن سیاست از اقتصاد به این معنا نیست که آنها کاملا جدا و منزوی از یکدیگر یا بیتفاوت نسبت به هم هستند، در یکدیگر اثر نمیگذارند یا در ساختارهای متعین یکسان یافت نمیشوند. برای مثال، توزیع کالاها و خدمات ممکن است در چارچوب بازار یا ساختارهای سیاسی رخ دهد. و سازمانهایی متعین، نظیر بانکها، شرکتها، گروههای ذینفع و اتحادیهها ممکن است براساس نوع فعالیتشان و مقولههای تحلیلی پژوهشگر، سازمانهایی سیاسی یا اقتصادی باشند. بنابراین، وقتی میگوییم اقتصاد و سیاست جدا هستند، فقط منظورمان این است که آنها از نظر تحلیلی متمایز هستند”.
کتاب حاضر با طرح دو مساله کلیدی به ارائه رویکردهای مختلف اقتصاد سیاسی میپردازد. اول، مسائلی که به ایده “بازار خودتنظیم” مربوط است. این پرسش درباره این موضوع است که نظام اقتصادی متشکل از افراد و انسانهایی که به دنبال برآورده ساختن منافع خود هستند با توجه به منابع محدود در دسترس خود، تا چه میزان در این راه موفق خواهند بود و “آیا در شرایط مدرن مداخله سیاسی در اقتصاد تامین نیازها را بهتر میکند یا مانع آن میشود؟”. دومین گروه از مسائل مربوط به مفهوم ارائه “یک دستور کار برای دولت” است. یعنی “چه رابطهای بین اهداف دولتی و منافع شخصی وجود دارد”؟
نویسندگان معتقدند که نظریههای مختلف اقتصاد سیاسی دو پرسش کلیدی فوق را به طرق مختلف مطرح نموده و به آن پاسخ میدهند. در این کتاب سعی شده است تا به تفاوتهای ظریفی که هر یک از رویکردهای اقتصاد سیاسی در کاربرد واژگان سیاست و اقتصاد مد نظر داشتهاند توجه خاصی شود و بنای آنها ذکر شود. فصل اوکل کتاب با تعریفی از سیاست و اقتصاد شروع میشود. “رویکردهای مختلف اقتصاد سیاسی از واژههای سیاست و اقتصاد بهگونههای مختلفی استفاده میکنند. در اقتصاد سیاسی بسیار مهم است که، برای مثال، قدرت را بهعنوان مفهومی محوری در سیاست تلقی میکنیم یا دولت را”. مفاهیم متفاوت از اقتصاد و سیاست به اقتصادهای سیاسی متفاوتی منتهی میشوند. کتاب اخیر با ارائه سه تعریف مختلف از سیاست؛ سیاست به مثابه حکومت، سیاست به مثابه خدمت دولتی و سیاست به مثابه توزیع آمرانه ارزشها، و همینطور ارائه سه مفهوم برای اقتصاد؛ محاسبه اقتصادی، فراهم کردن نیازهای مادی و اقتصاد به مثابه رویکردی فکشده از بخشهای سیاسی و اجتماعی آغاز میشود.
کتاب با آنچه رویکرد اقتصاد سیاسی کلاسیک مینامد شروع شده و از آثار اقتصاددانان کلاسیک مشهوری مانند آدام اسمیت و دیوید ریکاردو بهره میگیرد تا موضوعات مورد نظر خود را بیان کند. اصطلاح اقتصاد سیاسی، دورانی از زمان انتشار کتاب ثروت ملل آدام اسمیت تا اصول اقتصاد سیاسی جان استورات میل در ۱۸۴۸ را در بر میگیرد. البته برخی این دوره را از فیزیوکراتها تا کارل مارکس میدانند. رویکرد کلاسیک در دفاع از بازار خودتنظیم و اقتصاد آزاد بیان شده و نظریهپردازان آن بر این عقیدهاند که “نظامی منفک از سیاست و زندگی” است. استدلال این رویکرد در دفاع از بازار آزاد، “نظام بازار را یک واقعیت مختص به خود، وصل به دولت، ولی نه یک نهاد فرعی” تلقی میکنند. این رویکرد بیشتر بر آن بود که اقتصاد مناسب است تا اقتصاد سیاسی و “بنابراین، تعجببرانگیز نیست که به دنبال نظریههای کلاسیک، اصطلاح اقتصاد جایگزین اصطلاح اقتصاد سیاسی شد”. اما امروزه دوباره واژه اقتصاد سیاسی رواج یافته است تا بر این نکته بسیار مهم تاکید شود که “اقتصاد بهطور اجتناب ناپذیری سیاسی” است. در بخش سوم کتاب و در ارتباط با اقتصاد سیاسی ارائه میشود. مارکس نیز “اقتصاد سرمایهداری را فطرتا نظامی سیاسی نمیدانست”. اما کوشید تا نشان دهد که نیروهای سیاسی چگونه از پویش فرایند اقتصادی نشات میگیرند”. پس از مارکس، نظریه نئوکلاسیک در فصل چهارم بررسی شده است. این نظریه گرچه وامدار نظریه کلاسیک بود اما استدلال آن در مورد مساله ماهیت و هدف اقتصاد بازار مبتنی بر “فلسفه اصالت مطلوبیت (فایدهگرایی)” بود. رویکرد نئوکلاسیک ارتباط “سیاست با اقتصاد را بر مبنای ایده عدم کارایی بازار تعریف میکند” و نارکایی بازار را با توجه به “اولویتهای فردی و استفاده کارآمد از منابع مشخص میسازد”. از نظر متفکرین نئوکلاسیک “اقتصاد به معاملات خصوصی طالب بیشینهسازی فایده، و سیاست به کاربرد قدرت دولتی برای همان هدف مطلق اطلاق میشود”. در فصل پنجم، اقتصاد سیاسی کینزی ارائه میشود. ایده او تاحدی شبیه به نئوکلاسیکها بود چرا که “بر نوعی از ناکارآمدی بازار” تاکید داشت. ایده او در مورد دولت، نظریه اقتصاددانان کلاسیک و نئوکلاسیک درباره نقش بازار را با نقد مواجه میکرد. در فصل ششم کتاب حاضر بحث اقتصاد سیاسی جدید یا همان نظریه انتخاب عمومی مطرح میشود. انتخاب عمومی که در مرزهای مشترک میان اقتصاد و سیاست بحث شده، نشاندهنده بکارگیری رویکرد اقتصادی برای تحلیل مسائل سیاسی است که این رویکرد با نام اقتصاددانانی همچون مانکور اولسن و جیمز بوکانان گره خورده است و گروهی از اقتصاددانان از آن با عنوان “امپریالیسم علم اقتصاد” یاد میکنند. رویکردهای اقتصاد سیاسی قدرتمدار، “سیاست را برابر با کاربرد قدرت میداند، و با یافتن قدرت در اقتصاد ادعا میکند ثابت کرده که اقتصاد، سیاسی است”. اینجا اصطلاح اقتصاد سیاسی آهنگی جدید ساز میکند و صرفا بر ماهیت سیاسی اقتصاد بدون توجه به تبعیت یا عدم تبعیت بازار از حکومت میپردازد. در فصول هشتم و نهم، دو طریق جایگزین رابطه بین سیاست و اقتصاد بررسی شده است که یکی بر دولت متمرکز است و دیگری بر مفهوم عدالت. “رویکردهای دولتمحور با آزادکردن دولت برای پیگیری برنامه کار خودش در ارتباط با جامعه، موازنه بین بازار و دولت ا تغییر میدهد”. آخرین رویکرد اقتصاد سیاسی ارائه شده در این کتاب به مفهوم عدالت پرداخته است. این دسته از رویکردها به مساله حوزه اقتصاد نه از نظر موفقیت یا ناکارآمدی بازار در تامین نیازها، بلکه از نظر حقوق شکلگرفته در بازار و حد و حدود این حقوق میپردازند. “یک بازار، نهایتا، یک نظام حقوق مالکیت است. و در این میان این حوزه سیاسی است که حقوق مالکیت را تعیین میکند و این عمل حد و حدود بازار را تعریف میکند”. نظریههای عدالت مدار اقتصاد سیاسی نهادهای مبتنی بر بازار را در برابر خواستههای آدمیت (Personhood) داوری میکنند. البته این “خواستهها از نظر مفاهیم مختلف متفاوتند”. در این فصل از کتاب سه رویکرد عدالتمدار آزادیخواهانه، قراردادی و هگلی بررسی میشوند. رویکرد آزادیخواهانه “برعلیه مداخله دولت در زندگی اقتصادی برمبنای یکیسازی شدید بین عدالت و حقوق مالکیت بحث میکند”. رویکرد دوم، قراردادی، چنین استدلال میکند که “با قراردادن عدالت نه عمدتا در دفاع از حقوق مالکیت، بلکه از نظر قضاوت جمعی در مورد یک نظام اجتماعی عادلانه پذیرای حمایت از مداخله حکومت است”. رویکرد سوم هم “بر تعیین اجتماعی افراد تاکید” دارد. امید است که این کتاب و انتشار برخی کتب مشابه و مهم، بتواند در زمینه علاقهمندیهای موجود در این زمینه راهگشا باشد.
