امشب قرار است که سوالات درس اقتصاد ایران را طرح کنم. یکی از خوانندگان چند روز پیش اینجا سوالی از من پرسیده بود که تصمیم گرفتم همین پرسش را در امتحان به دانشجویان بدهم. به گمانم امتحان جالبی بشود: قراخانلو:
من از دانشجویان اقتصاد دانشگاه بو علی هستم و معمولان نوشته های شما رو می خونم …. نمیدونم چقدر از مسایل ایران باخبرین استاد ما از ما سوالی خواسته که می خواستم شما اگه وقت داشته باشین در پیدا کردن جوابش راهنماییم کنین سوال اینه:(البته می دونم که شاید وقت خوندن سوال رو هم نداشته باشین)
اقتصاد ایران در حال حاضر دارای رشد اقتصادی ۵درصد، نرخ تورم۲۰درصد،نرخ بیکاری ۱۲ درصدرشد اندک درآمد سرانه ، رشد نقدینگی بطور سالیانه بالای ۳۰% سهم بالای دولت در اقتصاد، شکاف بالای طبقاتی ،عدم توازن ما بین درامد و هزینه دولت (کسری بودجه) سهم بالای درآمد دولت متکی به درآمدهای حاصل از صادرات مواد اولیه معدنی ، رشد ۱/۲%جمعیت،تعیین دستوری نرخ ارز و بهره بانکی ،وجود یارانه قابل توجه در بخش مصرف فعالیتهای تولیدی،سهم اندک کالاهای صنعتی در ترکیب کالاهای صادراتی ، عدم تناسب ما بین واردات کالا و خدمات با صادرات غیر نفتی، رشد بالای جمعیت شهرنشینی، نرخ بالای با سوادی، انفجار اطلاعات و بالتبع افزایش توقعات افراد جامعه ، وجود محدودیت های متعدد در زمینه تجارت خارجی(انواع محدودیت های تعرفه ای و غیر تعرفه ای)سهم قابل توجه سرمایه گذاری توسط دولت، فقدان انگیزه ی لازم بخش خصوصی جهت سرمایه گذاری بویژه در زمینه های صنعتی و کشاورزی، نرخ بالای بیکاری دانش اموختگان دانشگاهی کاهش مستمر درآمد حقیقی حقوق بگیران ثابت، سهم بالای سرمایه گذاری در بخش ساختمان، اتکا قابل توجه در سرمایه گذاری در ماشین الات از طریق تکنولوژی وارداتی، فراوانی عامل نیروی کار نسبت به سرمایه فیزیکی ، استفاد از تکنولوژی سرمایه بر نسبت به تکنولوژی کاربر، پایین بودن رشد بهره وری عوامل تولید ،پایین بودن قدرت رقابت پذیری اقتصاد مفروض در اقتصاد جهانی فقدان زمینه لازم جهت جذب منابع مالی خارجی ، عدم تناسب مابین سهم جمعیت جامعه با سهم تولید و تجارت در جهان و … می باشد حال با توجه به نظریه های مطروحه در دروس توسعه و مباحث اقتصاد ایران و دانش اقتصادی تان ضمن بیان نقاط ضعف و فرصتها و تهدیدها اقتصاد ایران بفرمایید چه توصیه های سیاستی می توان در خصوص تحقق رشد و توسعه اقتصادی مستمر و پایدار ؛ افزایش قدرت رقابت پذیری و … با فرض این که توزیع درامد و ثروت در جامعه مفروض بدتر نشود بیان نمود؟ بعنوان کارشناس اقتصادی برنامه توسعه پنجم اقتصادی به منظور افزایش قدرت رقابت پذیری و با توجه به موانع و چالشهای پیوسته wto و مهار تورم ، کاهش نرخ بیکاری و توزیع متعادلتر درامد و ثروت بهبود تراز پرداختها طراحی نمایید تا بتوان به وضع مطلوب رسید.
البته باید بگویم اگر من در شرایط فوق رئیس بانک مرکزی بودم استعفا می دادم. اگر رئیس سازمان مدیریت بودم باز هم استعفا می دادم. اگر ….راستی اگر شما بخواهید به این پرسش پاسخ دهید، پاسخ تان چیست؟
یعنی اگر الان دانشجوهای شما در جواب این سوال می نوشتند که
اگر من در شرایط فوق رئیس بانک مرکزی بودم استعفا می دادم. اگر رئیس سازمان مدیریت بودم باز هم استعفا می دادم. اگر ….
نمره کامل میگرفتند؟
حداقل جوابش رو هم میدادید که این بچه های بیچاره فردا نمره بیارند. اینجوری همه صفر هم نمی شوند
من فکر میکنم آقای قراخانلو اگر میدونست قرار این سوال به امثال خودش دوباره منتقل شود،هرگز این سوال را از شما نمی پرسید،از نظر من در جواب همچین سوالی باید گفت: استاد با کی دعوات شده که دیواری کوتاهتر از ما پیدا نکردی؟

این سوال همه دورانهای تاریخی اقتصاد ایران بوده است.
یادمان نرود که پاسخ به این سوال موجب میشود که بخش زیادی از جمعیت مثلا”فعال ما از کار بیکار شده واحتمالا” غیر فعال شوند.
پس در جهت حداقل حفظ شاخصهای فعلی وبدتر نشدن ان ازخیر این سوال بگذرید

به هر حال این سوال اصلی اقتصا ماست. و اقتصاد دونها باید بهش جواب بدهند. این گوی و این میدان
این درست که حل کردن این همه مسائل کار ساده ای نیست اما اینکه رئیس بانک مرکزی یا سازمان مدیریت فقط به این دلیل که اوضاع خراب است بخواهد استعفا بدهد هم کار درستی نیست.
اتفاقا در چنین شرایطی است که تفاوتها معلوم می شود. اداره کردن یک کشور که هیچ مشکل نداشته باشد، زیاد سخت نیست اما اینکه یک شکور پر از مشل داشته باشی و تلاش کنی آنرا درست کنی خیلی سخت است.
البته در سوال به مسائل سیاسی که در نتیجه آنها بعضی از این اتفاقات افتاده اشاره نشده است.
اینکه چقدر این تحریمهای اقتصادی یا سیاسیتهای خصوصی سازی و عدم اجرای قوانین مربوط به سرمایه گذاری اثیر گذار هستند اشاره ای نشده است.

به نظر می رسد چنانچه به کتاب راهکارهای اقتصاد ایران که توسط مرکز پژوهشهای مجلس منتشر شده و حاوی سخنرانی اقتصاددانان و اقتصادخوانده های اقتصاد ایران است مراجعه شود به بخشی از سوال می توان جوابهای سطحی داد.

من این پاسخ را صرف شوخی دادم و دقیقا معتقدم بخش عظیمی از این مسائل را با روشهای ساده ای می توان حل کرد. اما این پاسخ را دادم چون بعضی از دانشجویان شیطنت می کنند و چنین پاسخهایی ارائه می دهند.

متاسفانه من نتوانستم از متن شما این برداشت را داشته باشم. احتمالا برای اینه که کمی ماشینی مطلب را خواندم.
در ضمن من تصور نمیکنم با راه حلهای ساده بتوان مسائلی که گفته شده را حل کرد که اگر غیر از این بود الان کشور ما مشکل اقتصادی نداشت.
متاسفانه ساختار قدرت در کشور ما شکل درستی ندارد و سازمانیافته نیست و بنظر من برای هر نوع کار اقتصادی در سطح کلان بایستی به این ساختار نامتناجس توجه شود که خوب زیاد آسان نیست. مدلهای متداول اقتصادی دیگر جوابگو نخواهد بود.
هرچند شاید بتوان برای تعدای از آنها مدلهائی را ارائه داد.
امیدواری من به گروههای جدید افراد فارغ التحصیل اقتصاد است که ظاهرا خوب هم دارند کا ر میکنند و در آینده قطعا وضعیت را تغییر خواهند داد.
احتمالا یکی از روشهای ساده حل مشکلات استعفای رییس بانک مرکزی و سازمان مدیریت است … یا مثلا استفاده از گزینه “خروج اعتراض آمیز” از کل کشور … یا ….
محمد همون کاری رو باید کرد که همه می کنند. یه حقوق ماهیانه گرفت و پاداش و تقصیر و گردن قبلی ها و دشمن خارجی انداخت و مار هم درست نشد یه تغییرات در پست ها . دکتر حنطه بلده که باید چه کرد. بعد هم یه ده پانزده تا سمینار گذاشت توی پژوهشکده نیرو ناهار خوب داد ملت بیان بخورند و کلی کیف و کلاسور داد و مصاحبه مطبوعاتی گذاشت تا وقت بگذره و دوباره قیمت نفت بره بالا.
البته باید به این سئوال جواب کلی داد اگه من شاگرد تو بودم سه صفحه می نوشتم برات و کلی شرط می گذاشتم که اگه ای متغیر اینجوری بشه اونجوری می شه

به نظر بنده با پاسخ به این سوالات اقتصاد ایران درمان نمی شود چرا که تصمیمگیران تمایلی به حل این مسائل ندارند
پس بهتره ما هم زیاد حرص و جوشش را نخوریم و فقط به چشم یک بازی فکری نگاه کنیم.
