هنوز به درستی متوجه نشدهام که در طرح تحول اقتصادی بحث بر سر هدفمندسازی یارانهها است یا مشاجره بر سر نقدیکردن یارانهها؟ هدفمندسازی یارانهها به این معنی است که در شرایط فعلی یارانههای پرداختی هدفمند نبوده و باید شرایط و ابزار لازم به کار گرفته شوند تا یارانهها به دست گروههای هدف برسند. به عبارت دیگر تا اینجا هیچ بحثی از نقدیکردن یارانهها نیست. اما منطق ساده و نئوکلاسیکی ماورای نقدیکردن یارانهها این است که در شرایط پرداخت یارانههای غیرنقدی، ممکن است مصرفکننده با یارانه دریافتی غیرنقدی نتواند مطلوبیت خود را حداکثر نماید. بنابراین پرداخت یارانه به صورت نقدی به مصرفکننده اجازه میدهد تا هرجور که میخواهد و براساس اطلاعات و عقلانیت کامل خود یارانههای نقدی را هزینه کند که در نتیجه مطلوبیت او حداکثر میشود. استدلال ساده و روشن است: انسان اقتصادی عاقل است، اطلاعات کامل در اختیار دارد و محدودیتهای پیشروی خود را بهتر از سیاستگذاران اقتصادی میشناسد، پس به بهترین شکل عمل میکند تا مطلوبیت خود را حداکثر نماید. پای اصلی استدلال پرداخت یارانه نقدی، ایده نئوکلاسیک انسان همهچیزدان اقتصادی است و اندیشه نئولیبرال کوچکسازی دولت. اما بحث من جدای از موافقت یا مخالفت با مباحث فوق این است که معمولا یارانه به کسانی پرداخت میشود که با مشکلاتی روبرو هستند و از عهده تامین همه کالاها و خدمات مورد نیاز با درآمد قابل تصرف خود بر نمیآیند، پس دولت وارد کارزار اقتصادی میشود و به آنها یارانه میدهد. اما چرا غیرنقدی؟ باز هم اینکه من طرفدار یا مخالف پرداخت یارانه نقدی یا غیرنقدی هستم بماند؟ یعنی دولت با ارزانفروشی این کالاها شرایطی را فراهم میآورد تا این ناتوانان در استفاده از این کالاها بتوانند از آنها استفاده نمایند. اما مشکل درست همینجا و با ورود سوارکاران مجانی که از بد حادثه آنها نیز عاقل هستند بروز میکند چراکه آنها به سبب عقلانیت خود موج سواری را خوب بلدند و از این شرایط کام میگیرند. البته در مواردی مانند نان آنها به طریقی کام میگیرند: برای مثال برای یک ثروتمند صاحب گاوداری میصرفد که به جای خرید نان خشک، از نانوایی برای گاوهای خود نان تازه بخرد. یا در مورد بنزین: از نظر روانی همینکه فردی نمیتواند از سهم خود از یکی از ارزانترین کالاهای جامعه استفاده کند باعث آزار و اذیت او میشود و البته در این مورد ثروتمندان بیشتر سواری مجانی میگیرند. (شاید یک راهحل برای بنزین این باشد که به تمام خانوارهای ایرانی یک کارت سوخت بدهند تا آنها که خودرو ندارند بتوانند سهم بنزین خود را به ثروتمندان بفروشند و یارانه خود را با یک واسطه به صورت نقد دریافت کنند؟ ). اما به دلیل پدیده سواری مجانی در هنگام پرداخت یارانه غیرنقدی، اذهان به سوی پرداخت یارانه نقدی منحرف میشود. بعضی کارشناسان معتقدند که اگر بتوانیم خانوارهای نیازمند و برای مثال فقرا را شناسایی کنیم بهتر است که یارانه به همان صورت غیرنقد پرداخت شود. در مقابل این استدلال، گروهی دیگر میگویند که شناسایی فقرا میتواند از نظر روانی بر روی آنها تاثیر منفی بگذارد. پس بهتر است که به سراغ گزینه یارانه نقدی برویم. اما یارانه نقدی که برای مثال در جامعه با ساختار فرهنگی ایران صرفا به دست پدر میرسد آیا میتواند مطلوبیت فرزندان او را نیز حداکثر نماید. اگر پدر معتاد باشد چه میشود؟ اگر مادر مریض باشد و فرزند معتاد چه میشود؟ اگر برادری و دوخواهر باشند چه میشود؟ فرض کنید خانواری میتوانسته هر روز از شیر یارانهای استفاده کند. اما با پرداخت یارانه نقد آنها به سراغ آروزی دیرین خود یعنی خوردن پیتزا در شمال شهر میافتند و یکشبه نیمی از یارانه نقدی خود را مصرف میکنند. بنابراین آنها شیر کمتری مصرف خواهند کرد. حال برای جامعه کدام یک از این دو گزینه اولویت دارد: یک شب در شمال شهر بودن و پیتزا خوردن یا هر روز شیر خوردن. اصلا این موضوع باید برای جامعه مهم باشد یا برای فرد؟ آیا جامعه میتواند به جای فرد تصمیم بگیرد یا خیر؟ برای خود من مساله لحظه به لحظه پیچیدهتر میشود. میتوان این مساله را از زوایای مختلف بازتر و پیچیدهتر کرد. اما به گمان استدلال ساده ماورای یارانههای غیرنقدی این است که انسان اقتصادی عقلایی نیست. سیاستگذار اقتصادی عجب وظیفه دشواری بر عهده دارد.

Hands down, Apple’s app store wins by a mile. It’s a huge selection of all sorts of apps vs a rather sad selection of a handful for Zune. Microsoft has plans, especially in the realm of games, but I’m not sure I’d want to bet on the future if this aspect is important to you. The iPod is a much better choice in that case.
