در انتخابات ریاستجمهوری اخیر اقتصاد و مسائل اقتصادی از اهمیت بسیار زیادی برخوردار بود و هست. از زمان اولین دوره انتخابات ریاست جمهوری هاشمی رفسنجانی تاکنون، هیچگاه اقتصاد اینگونه در ایام انتخابات پررنگ نشده بود. اگرچه در مناظره موسوی و احمدینژاد، به مساله احیای سازمان مدیریت و برنامهریزی اشاره شد، اما شاید پیش از مناظرهی میان محمود احمدینژاد و مهدی کروبی هیچکس فکر نمیکرد که ناگهان پاشنه در انتخابات به سوی اقتصاد بچرخد و به ناگاه استقلال بانک مرکزی، مرکز آمار ایران و سازمان مدیریت و برنامهریزی اینگونه مورد توجه قرار گیرد. (برای مثال فکر میکردم مساله زنان پیش از اینها مورد توجه کاندیداها قرار گیرد که اینگونه نشد). اگرچه سالهاست که اقتصاددانان در روزنامهها، نشریات و رسانههای جمعی بحث از استقلال بانک مرکزی میکنند اما اهمیت این موضوع تا پیش از این مناظرهها و ارائه آمارهای متفاوت و بعضا متناقض از سوی کاندیداها چندان برای همگان روشن نبود. پس از آن، مردم و ببیندگان این برنامهها دچار سردرگمی شدند و نمیدانستند حرف چه کسی را باور کنند. بارها در این روزها با این سوال مواجه شدم که تو که اقتصاد خواندهای، به نظرت موسوی راست میگوید یا احمدینژاد یا محسن رضایی؟ (لازم است به این نکته اشاره کنم که این شاخص فلاکت یا بدبختی رضایی بینظیر بود). البته طبیعی است که مردم الان با پاسخ من هم قانع نمیشوند. اینجاست که مساله اقتصاد سیاسی استقلال بانک مرکزی برجسته میشود. اگر در طول سالیان سال این ایده بهطور وسیع در سطح جامعه اشاعه یافته بود که نهادی با نام بانک مرکزی و مرکزی آمار ایران وجود دارند که مرجع ارائه آمارهای رسمی مستقل از دولت هستند امروز جامعه ایران با این تناقض روبرو نمیشد. اگر بانک مرکزی توانسته بود حداقل در هفته یک برنامه تلویزیونی ۳۰ دقیقهای از صدا و سیما بگیرد و به ارائه شاخصهای مهمی مانند تورم بپردازد امروز دیگر این سردرگمی و متهم کردن این و آن به دروغگویی پیش نمیآمد. البته صدا و سیما برنامههای اقتصادی زیادی پخش میکند که به انصاف هیچیک از آنها نتوانسته زمینه درک آمارهای اقتصادی را فراهم کند. لذا این مناظرهها فرصت خوبی را برای اقتصاددانان و جامعه اقتصادی پیش آورده تا بتوانند بر موضوعاتی از قبیل اهمیت بانک مرکزی و سازمان مدیریت و برنامهریزی تاکید کنند و بر ایجاد استقلال آنها پابفشارند. بارها به این موضوع اشاره کردهام که چرا اقتصاددانان به اندازه کارگران زبالهروب شهرداری ارزش ندارند؟ چون کارشان به چشم نمیآید، اما این انتخابات فرصت خوبی برای اقتصاددانان فراهم آورد تا آنچه را در اولین درس کلیات علم اقتصاد آموزند، یعنی کمیابی را به اثبات برسانند. یعنی اثبات کنند که کمیابی اقتصاددانان خوب و مستقل یکی از مسائل اصلی جوامع در حالگذار به سوی دموکراسی است. اگر استقلال بانک مرکزی در اقتصاد ایران اثبات شده بود صدا و سیما میتوانست با پخش یک برنامه کوتاه تکلیف آمار تورم و … را روشن و تصمیمگیری مردم برای رایدهی را آسانتر سازد. اما وقتی در کمتر از چهار سال سه رئیس بانک مرکزی بهدلیل اختلاف با دولت تغییر میکنند دیگر بحث از استقلال بانک مرکزی چندان معنادار نیست. رای دهندهای که یک رای خود را چندان موثر نمیداند و به قول اقتصاددانان با پارادوکس رایدهی مواجه است با دیدن این آمارهای متناقض بیشتر دلسرد میشود.
فردا شب همه بیداریم …. بدون شک این جمله را بیش از هر کسی در ایران مهدی کروبی با خود تکرار میکند.
