ابتدا میکوشم با مثالی برگرفته از جان سیرل نویسنده مقاله «نهاد چیست؟» تعریف صاف و سادهای از نهاد ارائه کنم. برای این منظور از مفهوم توابع وضعیت مورد نظر او استفاده میکنم. یک مثال ساده: مردم قبیلهای را در نظر بگیرید که اطراف کلبههایشان دیوار کشیدهاند و بالا رفتن از دیوار بدون اجازۀ آنها غیرممکن است. فرض کنید دیوار در گذر زمان تخریب میشود بهگونهای که چیزی بیش از یک خط سنگچین از آن باقی نمیماند، اما بیائید فرض کنیم که مردم هنوز هم آن خط را بهمثابه یک مرز قبول دارند. آنها میدانند که حق ندارند بدون اجازه از این مرز گذر کنند مگر با اجازه افراد قبیله. به عبارت دیگر گرچه دیوار فروریخته و کارایی فیزیکی خود را از دست داده اما هنوز همان کارکرد گذشته خود را دارد. اما، اینبار کارکرد دیوار ناشی از ساختار فیزیکی آن نیست بلکه ناشی از جایگیری آن در ساختار ذهنی افراد است. یعنی اینبار افراد نمیگویند دیوار بلند است و نمیتوان از آن گذر کرد، بلکه میگویند اجازه ورود نداریم. این وضعیت مرزی پیشین دیوار است و اکنون کارکرد پیشین دیوار تبدیل به این مرز ذهنی جدید تبدیل شده است. خط سنگچین کارکردی دارد که به ساختار فیزیکی آن ارتباطی ندارد، بلکه صرفا ناشی از تصدیق همگانی و جمعی افراد از این وضعیت است که کارکرد جدیدی بهدست آورده است، یعنی این کارکرد دیوار تنها تا زمانی عملی است که این وضعیت مورد پذیرش جمع باشد. این کارکرد را توابع وضعیت مینامند. کارکرد مورد پذیرش همگانی خط سنگچین به بهجای برج و بارو را نهاد مینامم. گویی قاعده بازی برای مردم اینگونه است که فراتر رفتن بیاجازه از سنگچین تخطی از نهاد و ناهنجاری است. گذار از کارکرد فیزیکی به کارکرد وضعیتی میتواند تدریجی باشد و ممکن است دقیقا نتوان مشخص کرد در چه نقطهای کارکرد وضعیتی و ذهنی شروع و کارکرد فیزیکی تمام میشود. اما همگانی و جمعی بودن نهاد و کارکرد توابع وضعیت موجب انسجام اجتماعی میشود و تخطی از آن موجب برهم خوردن نظم خواهد شد. حال فرض کنید یک مریخیِ بیخبر از همهجا ناگهان وارد این منطقه شود. اگر مریخی از سنگچین بگذرد بدون شک مردمان قبیله او را ناکار میکنند. اما اگر هم کسی به مریخی بگوید گذشتن از این سنگچین عواقب خوشایندی بهدنبال ندارد او هرگز چنین نمیکند. به عبارت دیگر مریخی بهصرف عقلایی بودن از این خط عبور نمیکند. البته بگویم که دزدان هم عقلانیت خاص خود را دارند.
حال بهدنیای امروز و برای عینیتر شدن مساله به تهران بیاییم. تقریبا در همه اتوبانهای شهر تهران نردههایی وجود دارد که بهدنبال ایجاد یک مرز فیزیکی برای دوطرف آن هستند و البته پذیرش این مرز از سوی شهروندان و در نتیجه گذشتن از پل عابر پیاده. اما هر روز میبینیم که عدهای از این نردهها بالا میروند و تاوان آن هم گاهی مرگ است و گاهی پارگی شلوار. البته این بار گرچه افراد قبیله آنسوی نردهها منتظر فرد نیستند تا او را مجازات کنند اما احتمالات تصادف و مرگ و هزینه شلوار هم ناچیز نیستند و در صورت وقوع هر یک، هزینههای نهچندان کمی به او تحمیل خواهد شد. علت بروز چنین رفتاری از سوی کنشگران عقلایی اقتصادی چیست؟ آیا یک اسکناس آن سوی نردهها افتاده است و او میخواهد آن را بردارد؟ بدون شک ضعف تحلیل هزینه- فایده در این رفتار بسیار مهم است. دیگر اینکه همگان کارکرد فیزیکی نردهها را نپذیرفتهاند چه برسد به کارکرد فیزیکی آنها. در این حالت میبینیم یک تابع وضعیتی که قرار بوده نقش یک نهاد را ایفا کند در حالت بینابینی قرار گرفته است. گروهی کارکرد فیزیکی و ذهنی آن را پذیرفتهاند و گروهی هم نه. گمان من بر این است که اگر پیامدهای رد شدن و رد نشدن از نرده برای مریخی توضیح داده شود او از نرده رد نخواهد شد.
به مثال دیگری توجه کنید. تاکسی و مسافرکشی. مسافر و راننده هر یک میدانند که در مبادله میان خود نیازمند پذیرش کارکردهای قواعد بازی خاص این حوزه هستند. تقریبا مهمترین قاعده برای حوزه درونشهری و مسافرکشی مشخص بودن قیمت یا همان کرایه است. اما، درحالحاضر رفتار رانندگان و متقاضیان تاکسی در شهر تهران بیش از آنکه نشانه وجود یک قاعده و نظم مشخص باشد نشان از وجود یک هرجومرج درمورد عدم تعیّن قیمت حمل/کرایه تاکسی دارند که موجبات برزو مشکلات زیادی را پدید آورده است. البته اینبار راننده میداند که با گفتن هر قیمتی برای جابهجایی مسافر، آنسوی نردهها نه اعضای قبیله نشستهاند تا او را جریمه کنند، نه شلوارش آسیب خواهد دید و نه هیچچیز دیگر. معمولا مسافر هم با این قضیه کنار میآید و راننده میداند بهعلت عدم وجود اطلاعات متقارن در میان مسافران و همچین تعداد زیاد آنها بروز هر رفتاری از سوی او هیچگونه هزینهای برایش به همراه ندارد. البته مهمتر اینکه به احتمال زیاد از هر صدبار بالاتر گفتن قیمت بیش از ۹۵ بار آن میگیرد و بازی به نفع او تمام میشود. اما اینبار مریخی را تصور کنید که میخواهد در تهران سوار تاکسی شود. ممکن است در یک روز برای جابهجایی در یک مسیر مشخص کرایههای مختلفی بپردازد. لذا مریخی گیج میشود و نمیداند باید چه کند. شاید همانند فرد روشندل فیلم آفساید به ورزشگاه پناه ببرد تا در آنجا رواندرمانی کند. بهراستی تخطی از پذیرش یک نرخ مشخص برای حملونقل مسافر چه هزینهای برای راننده تاکسی دارد که او بخواهد یک قاعده و در نتیجه یک نرخ مشخص را بپذیرد؟ چه باید کرد تا این گروه از نظر ذهنی وجود قاعده قیمتی را در این حوزه بپذیرند؟ بدون شک من وجود یک نهاد نظارتی را در این مورد تائید نمیکنم چون تجربه چندساله اخیر نشان از وجود یک نهاد نظارتی پرمدعا در این حوزه دارد که نه تنها در کار خود موفق نبوده و قواعد جریمهایش نه تنها کارکرد فیزیکی ندارند که در ایجاد کارکرد ذهنی هم ناموفق بودهاند. این نهاد تاکسیرانی نیز هرساله قیمتی را برای حمل مسافر تعیین میکند که مثلا قرار است کارکرد همان مرز را داشته باشد.
این مثال مریخی مرا به یاد یانوش کورنای اقتصاددان اروپای شرقی میاندازد که میگفت وقتی اقتصاددانان غربی بعد از فروپاشی دیوار برلین و اتحاد جماهیر شوری به کشورهای اروپای شرقی و شوروی رفته بودند فکر میکردند کارکرد نهادها در این جوامع هم مانند جوامع خودشان است و اکتفای به اصول کافی است. مثلا تصور میکردند اعتماد در میان کنشگران اقتصادی وجود دارد و طرفین قرارداد براساس آن عمل میکنند. حال آنکه اینجا دروغ کارکردی بیش از راستگویی دارد. پس مریخی باید دست به انتخاب عقلایی بزند و در چارچوب نهادهای برونزا انتخاب عقلایی کند. البته طیف انتخابهای عقلایی در رویارویی با پدیدههایی مانند رفتار پرتورش رانندگان تاکسی متفاوت است.
کمربند ایمنی ماشین هم همینطور است: همینکه بستن آن اجباری شد و نبستن آن با جریمه سنگین همراه، کمکم بدون حضور پلیس هم همگان ناخواسته آن را میبندند. اما گمانم بر این است که گرچه بستن آن براثر اجباری شدن آن تبدیل به یک نهاد شده اما احتمالا موجب افزایش تصادفات و کاهش تعداد مرگومیر ناشی از تصادف شده است. اما بحث بر سر این است که چرا بعد از یک دوره کوتاهمدت اجباری شدن بستن کمربند و جریمه در ازای آن، اکنون آن تابع از کارکرد ذهنی تقریبا خوبی برخوردار شده است و اما در مواردی مانند کرایه تاکسی هیچگونه نظمی ایجاد نمیشود؟ راستش هرچه فکر میکنم میبینم در شرایطی که قواعد نهادی پذیرش عام ندارند راهحلی جز همین وضعیت تعیین نرخ حمل در محل و با احتمال دادوبیداد وجود ندارد. واقعیت این است که تعیین مرز قیمتی با مرزهای فیزیکی تفاوتهای زیادی دارد و بهراحتی نمیتوان قیمت را بهطور برونزا تعیین کرد.
