کمتر از ۲۴ ساعت دیگر برنده نوبل اقتصاد مشخص میشود. البته امیدوارم او همانند رابرت لوکاس (متخصص انتظارات عقلایی) بدشانس نباشد. ظاهرا لوکاس در زمان زندگی با همسر اولش به او قول میدهد که اگر برنده نوبل اقتصاد شد نیمی از جایزه را به همسرش بدهد. همسرش میگفت گرچه مدتی از جدایی ما میگذشت نیمهشب بود که تلفن زنگ زد و گفتند لوکاس برنده نوبل اقتصاد شده است. به او خبردادم. با اینکه ما از هم جدا شده بودیم لوکاس به وعده خود عمل کرد. اینکه چه کسی نوبل اقتصاد را میبرد برای اقتصاددانان و خوانان ایرانی چه فایدهای دارد؟ قبل از هر چیز امیدوارم برنده نوبل اقتصاد مانند برنده نوبل ادبیات امسال در ایران گمنام نباشد. منظورم هرتا مولر است. تنها یک کتاب از او در ایران چاپ شده، آن هم سالها پیش.
اما اقتصاد. یادم هست یکی از استادانم میگفت من شاگرد برنده نوبل اقتصاد، یعنی گرنجر بودهام. اما تسلط چندانی بر اقتصاد سنجی نداشت. جالب این است که برخی دیگر از اقتصاددانان ایرانی حتی نام برندگان نوبل اقتصاد را هم نمیدانند. یکی از استادان یکبار میگفت من از لابهلای منحنیهای بیتفاوتی گذشتهام و آنها را لمس کردهام. با خودم گفتم چرا نوبل اقتصاد را به او ندادهاند؟ یادم هست امسال موقع مصاحبه بعد از آزمون دکتری چند نفر از دوستانم که منتظر مصاحبه بودند تماس گرفتند و گفتند نوبل سال جاری اقتصاد به چه کسی و برای چه چیزی اهدا شد؟ وقتی میگفتم پل کروگمن میگفتند خوب چی کار کرده؟ تو کدوم دانشگاهه؟ و ….
یا امسال اسم رابرت بارو بر سر زبانها است. حتی یک کتاب از او در عرصه اقتصاد ایران به چاپ نرسیده است (البته کتابی با عنوان هیچ چیز مقدس نیست از او ترجمه شده که از دوسال پیش تاکنون منتشر نشده است). من تا به حال در دانشکدههای اقتصاد حتی یک پایان نامه هم براساس کارهای بارو ندیدهام. فقط گهگاه نام او را در مباحث مربوط به خنثایی پول شنیدهام. البته در کتاب مکاتب نوین اقتصاد کلان نام بارو را زیاد میتوان دید. اما برای مثال تقریبا اقتصاددان و خوان ایرانی پیدا نمیشود که از اختلافات میان بارو و مودیگلیانی خبر داشته باشد که منجر به شکلگیری مباحث آکادمیک زیادی شده است. برخی از این اسامی مانند وایتزمن را که من هرگز در دانشکدههای اقتصادی که بودم نشنیدهام. راستش را بخواهید من فکر میکنم تاکنون اصلا مهم نبوده که چه کسی نوبل اقتصاد را میگیرد و از این پس هم اصلا مهم نخواهد بود.
یادم هست درباره توماس شیلینگ هم همین مسائل و مشکلات وجود داشت. فقط برای سخنرانیش هجوم آوردیم درحالیکه اصلا نمیفهمیدیم او چه میگوید. یکی در جلسه سخنرانی عمومی شیلینگ میخواست با پرسش از او مشکل پایاننامهاش را حل کند. حق داشت. دیگر کی و کجا میتوانست او را ببیند. بهگمانم تا وقتی که دانشکدههای اقتصاد ما ارتباط تنگاتگی با دانشکدههای اقتصاد بهروز دنیا نداشته باشند و برندگان نوبل و اقتصاددانان مشهور در رفتوآمد نباشند هرگز مهم نخواهد بود که نوبل اقتصاد به چه کسی میرسد.
آمارتیاسن یا استیگلیتز برندگان نوبل اقتصاد را بهیاد بیاورید. اقتصاددانان نئولیبرال و لیبرال سنگ سن را به سینه میزدند: کتاب عدالت نوشته اقتصاددان طیف شریف را بهخاطر بیاورید. طیف دولتگرای علامه هم میگفتند نه اینها نظراتشان به ما نزدیک است و آب سن را آسیاب خود میریختند. از آمارتیاسن کتابی با عنوان توسعه به مثابه آزادی و از استیگلیتز کتابی با عنوان مخالفان جهانیشدن منتشر شده بود. من آن روزها فکر میکردم نوبل به خاطر این نظرات به آنها اهدا شده است. بعدها فهمیدم اعطای نوبل به آنها تقریبا با نظرات آنها در این کتب ارتباط چندانی ندارد و به دلیل کارهای پیشین آنها بوده است. خلاصه تا زندگی و زندهبودن و بحث و مباحثه به دانشکدههای اقتصاد نیاید اوضاع همین است. یکی فکر میکند آمارتیاسن دگراندیش است درحالیکه کمیته نوبل به اقتصاددان دگراندیش جایزه نمیدهد. یکی میگوید اطلاعات نامتقارن استیگلیتز نقدی است بر اقتصاد نئوکلاسیک درحالیکه گروه دیگری میگویند این بخشی است از همان جریان ارتدکس جزماندیش نئوکلاسیک. یکی میگوید نهادگرایی نقدی است بر نئوکلاسیسیسم. دیگری میگوید نه ادامه آن است. همه اینها نشان از کمبود اطلاعات و اطلاعات نامتقارن در مورد اقتصاددانان و نظرات اقتصادیشان در دانشکدههای اقتصاد دارد که بیشتر نقاط ضعفش هم متوجه بخش عرضه علم اقتصاد یعنی اقتصاددانان ایرانی است.و

اولا فکر نکنم اینکه کسی از همه نوبلیست ها و کارهاشون در حوزه علم اقتصاد آگاه باشد یعنی کسی هست که به علم اقتصاد آگاهی دارد یا فرد اهل مطالعه ای هست همینقدر که به افراد معروف حوزه تخصصی خودش و روند اصلی آن حوزه اگاه باشد کافی هست و نشان دهنده قابلیت طرف هست. اینکه در مصاحبه دکتری از دانشجویان درباره نوبلیست ها میپرسند و … نشاندهنده ضعف علمی کشور ما و در هپروت بودن آقایان مدعی مدارک علمی درجه بالا و … است که مینشینند روی صندلی و میخواهند به دانشجوی مربوطه به سیستم دو هزار سال پیش بفهمانند که فرد با سوادی هست یا نه؟، نه در هپروت بودن دانشجویانی که قرار است از آنها مصاحبه بگیرند. شما چرا مثل آنها برخورد میکنید؟
دوما مثل اینکه یادتان رفته که اقتصاد یک بخشی از علوم انسانی هست و رفت و آمد اساتید معروف آنها به ایران یک تصور خنده دار و احمقانه است.
اگر به تمام کسانی که نوبل اقتصاد رو دریافت کردند نگاه کنیم عمدتا متوجه می شویم که آنها به خاطر یک مقاله یا یک کتاب و در عرض چند ماه کار کردن و مطالعه نوبل نگرفتند بلکه بیشتر بواسطه این بوده که ۳۰-۲۰ سال توی یک حوزه مطالعاتی عمیق شدند و کار تحقیقاتی انجام دادند . جایزه به خاطر دستاوردها و ایده هایی بوده که باعث شده مسیر علم اقتصاد عوض بشه و رههای جدیدی برای تحقیق باز بشه . آمارتیا سن ۳۰ سال فقط توی حوزه فقر و نابرابری کار کرده . شیلینگ تخصصش توی نظریه بازی هاست . هکمن و مک فادن سالها روی اقتصاد سنجی خرد کار کردند . کروگمن مطالعات عمیق در مورد تجارت بین الملل داره . واقعا کدوم اقتصاد دان ایرانی رو میشه پیدا رد که توی یک حوزه تخصص داشته باشه . بیشتر اقتصاد خوانده های ایرانی در مورد همه موضوعی کار کردن ولی کمتر روی حوزه خاص دقیق شند . در ضمن نا گفته نمونه بیشتر اونها دانش اینکارو هم ندارند . اینجا طرف اقتصاد کلان درس میده . اقتصاد خرد درس می ده . پول و بانک اسلامی و غیراسلامی درس میده . اقتصاد سنجی تدریس می کنه . اقتصاد محیط زیست و اقتصاد توسعه رو هم بر می داره . یک نکته دیگر هم هست . توی این سالهای اخیر در بیشتر حوزه های علوم مثل ریاضی فیزیک شیمی و حتی خود اقتصاد جوایز به صورت گروهی بوده . یعنی چند نفر با هم کار کردن و جایزه گرفتن . شما توی بیشتر دانشکده های اقتصاد ایران کمتر می تونی ۲ تا استاد رو پیدا کنی که چشم دیدن هم رو داشته باشند .

اول از همه بگم که تو درس کلان ۲ دکتر نیلی مقالات بارو بخش مهمی از درس را تشکیل می دهد و خب به همین واسطه بارو شخص معروفی توی دانشکده ما هست و دوستان مطالبش را پیگیری می کنند. به هر حال منظورم این بود که حتما اینطور نیست که کسانی که بارو را پیش بینی کردند ازش شناخت نداشته باشند. بعلاوه که بارو یکی از ۳ نفر اولی هست که ارجاعات بالایی به مقاله اش صورت گرفته.
من خودم با این موضوع موافقم که جایزه نویل داره یک مسیر شاید مناسب از نظر بعضی ها را طی نمی کنه ولی دلیل اینکه چرا برای ما مهم نباید باشه را متوجه نشدم، ممکنه یک عده بگویند که جایزه می توانست به فرد دیگه ای داده شود که شایستگی بیشتری دارد ولی این دو نفر هم که جایزه را بردند افراد موفقی بودن و به نظرم نظریه خوبی داشتند. بخصوص الینور نظریه جالبی داشت و دادن جایزه بهش اونقدر هم غیر منطقی نبود. به هر حال نوبل می تونه نشان بده که مرز دانش توی رشته ما کجاست، دانشگاهیان به چه مواردی علاقه مند هستند. مثل این هست که بگیم چرا ما علاقه مند هستیم که بدونیم اسکار را چه کسی می بره؟خب علاقه هستش.این که بچه ها تو وبلاگ هاشون پیش بینی می کنند، در درجه اول شاید یک فان به نظر بیان ولی می تونیم سلیقه اقتصاد خوانان ایرانی را ازش مطلع بشیم، این حداقل چیزی هستش که این پیش بینی ها به همراه داره.

The IRS shouldnt favor the rich and the corporations. You want to make it fair then lets switch to a consumption tax. The more you spend or can spend the more you pay. Savers get rewarded for making capital available for investments. Real capital not fiat money. The Federal Reserve is the biggest crime against us. They should be abolished. Who in their right mind once they know the facts about the feds would want to keep it going? And I am against the empire building military industrial complex. They are bankrupting us. Rome and england couldnt do it and we are idiots to think we could. Lets close the bases, mind our own business and bring all troops home. We stop messing with people and they wont be so pissed at us. We should just do what weve agreed to do and We should not covet other peoples stuff. Until then we cant call ourselves the richest nation, we are actually bankrupt, the healthiest, that a farce were the fattest. The only thing we are number 1 at these days is locking up our citizens and 80% of them are for drug related/prohibition non-violent crimes. So dont educate people and dont have a vibrant economy because we are too busy fighting wars all the time and then lock people up and dont rehabiliate them either. The private prison industrial complex is a big business and they need return customers for their shareholders. Nothing to be proud of a far as I am concerned. But I still have hope.

Good points. When I was in school we were forced to do math by hand. I was helping my nephew with his math the other day and he only had 2 steps written down. I noticed the answer was wrong so I asked him to walk through the steps and show me what he did. He paused and told me he put the equation in the calculator. I knew the problem immediately was an issue with order of operation, but I explained to him you cant just blindly plug it in the calculator and expect it to be right. I still have him walk through it and show me he knew how to do it.
