کالای عمومی یا خصوصی توسط بشر تولید میشود بنابراین برف یک کالا نیست و خصوصی و عمومی نیست.
برف یک منبع طبیعی است. بسته به اینکه شما در کدام کشور و کدام نظام اقتصادی زندگی میکنید میتوانید بهره برداری از آن را تعیین کنید. در یک کشوری مثل ایران مالکیت منابع طبیعی به دست حاکم شرع است و باید آن را یا منافع ماحصل آن را به طور مساوی بین مردم تحت حاکمیتش تقسیم کند (یک مفهومی شبیه بیت المال). در یک کشوری مثل آمریکا هر کسی که از منابع طبیعی در محدوده مالکیتش استفاده کرد، باید مالیات بیشتری به دولت بدهد. اما در دنیای حاضر به دلیل فراوانی برف و عدم مهار آن توسط انسان و عدم بهره برداری های منفعت زا به شکل گسترده از آن فعلا بحثی بر سر مالکیت آن در دنیای حاضر نیست تقریبا ماهیتی شبیه باد یا باران دارد؛ ممکن است در آینده ماهیت دیگری داشته باشد از نظر مالکیت و میزان استفاده.

باید دو شرط رقابت پذیری و استثناپذیری را چک کنی .
اگر برف روی پشت بام یا حایاط منزل خودتنا هست این میشه یک کالای خصوصی . ولی برف داخل پیاده رو یا بیرون از منزل یک کالای عمومی هست .
احسان جان تا جایی که من میدانم در اقتصاد به چیزی کالا گفته میشود که ماهیت “کمیابی” داشته باشد و به عبارت دیگر در قیمت صفر مصرف کننده “نمیتواند” هر اندازه که از آن را بخواهد داشته باشد.
فکر کنم این سوال هم یک سوال اقتصادی بود. در غیر این صورت شما میتوانید تعریف خاص دیگری را از کالا در بستر دیگری توضیح بدهید که کالا معانی دیگری داشته باشد. به این ترتیب میتوانید تعریفی بسازید که “کهکشان” هم در آن کالا محسوب بشود ولی تا جایی که من میدانم اقتصاد دانان هنوز به فکر تسخیر کهکشان و توضیح روابط فی مابین و مالکیت کهکشان نیافتاده اند فلذا وقتی سوال میشود که “برف یک کالای عمومی است یا خصوصی” می توان روی زمین و در بستر علم اقتصاد بود و جواب داد والا میشود گفت که “کهکشان” هم یک کالا است و ساخته دست بشر نیست و قیمت ندارد.

من به دنبال تحلیلی مثل تحلیل رضا هستم. راستش این سوال، سوال امتحان بخش عمومی من در دوره کارشناسی بود.
جواب آقای رضا باز هم میشود همانی که من گفتم. باید به عنوان یک منبع طبیعی در نظرش بگیرید و ببینید که با کدام مکتب اقتصادی قرار است به آن نگاه کنید. حالا چون برف مثل نفت مثلا کارایی ندارد و ازش استفاده نمیشود آقای رضا با همان نگاه اقتصادی رایج در آمریکا میگویند اگر در ملکیت شما باشد یک کالای خصوصی است و در غیر این صورت یک کالای عمومی محسوب میشود و در اینجا کلمه کالای خصوصی و یا عمومی یک تشابه است در نوع استفاده از آن نه اینکه واقعا برف کالا باشد در علم اقتصاد به هر حال یک منبع طبیعی محسوب میشود اما کاربری اش در زمینه مالکیت شبیه کاربری کالاهای خصوصی یا عمومی میشود. در ضمن همان بخش عمومی هم باز باید معنا شود که کجا و چگونه تعریف میشود. یعنی هر دیدگاه اقتصادی میزان بهره برداری افراد را از کالاهای عمومی چگونه و به چه شکل تعریف میکنند. مسلما اگر برف هم یک منبع طبیعی ای مثل نفت بود، این تعاریف جابجا میشد.

Zune and iPod: Most people compare the Zune to the Touch, but after seeing how slim and surprisingly small and light it is, I consider it to be a rather unique hybrid that combines qualities of both the Touch and the Nano. It’s very colorful and lovely OLED screen is slightly smaller than the touch screen, but the player itself feels quite a bit smaller and lighter. It weighs about 2/3 as much, and is noticeably smaller in width and height, while being just a hair thicker.
Hands down, Apple’s app store wins by a mile. It’s a huge selection of all sorts of apps vs a rather sad selection of a handful for Zune. Microsoft has plans, especially in the realm of games, but I’m not sure I’d want to bet on the future if this aspect is important to you. The iPod is a much better choice in that case.

Since I started running, the marathon always intrigued me. I never believed I would be capable of doing it. But I did AND qualified for Boston at the same time. I’ll gear this review to 2 types of people: current Zune owners who are considering an upgrade, and people trying to decide between a Zune and an iPod.
