دیروز از رادیو تاکسی شنیدم که رئیس بانک مرکزی گفته نرخ تورم در دوازده ماهه منتهی به بهمن ۱۳۸۸ برابر با ۱۱٫۳ درصد است و البته تا پایان سال هم به ۱۰٫۵ درصد میرسد. یادم هست در گزارش سه ماهه دوم منتهی به شهریور سال ۱۳۸۸ بانک مرکزی آمده بود که تورم در این دوزاده ماهه برابر با ۱۸٫۵ درصد و نرخ تورم دوازده ماهه منتهی به خرداد ۱۳۸۸ هم در آن گزارش ۲۲٫۵ درصد ذکر شده بود. بنابراین با توجه به گفته رئیس بانک مرکزی نرخ تورم باید تحتتاثیر سیاست پولی انقباظی اتخاذ شده بعد از شهریور ماه بهشدت کاهش یافته و اکنون به عدد ۱۱٫۳ درصد رسیده باشد. تورم که نشان از متوسط افزایش قیمتها در یک دوره زمانی مشخص دارد برای یک سبد کالایی ۳۱۵ کالایی محاسبه میشد و حالا برای یک سبد ۳۶۰ کالایی (اگر اشتباه نکنم). نمیدانم من شخصا مصرفکننده چند قلم از این ۳۶۰ کالا هستم. اما میدانم که از شهریور تا به الان هیچ کالایی نخریدهام که قیمتش حتی یکتومان نسبت به شهریور یا سال قبل ارزانتر شده باشد. البته کالاهای زیادی خریدهام که گرانتر نشدهاند اما یا کیفیتشان کاهش یافته یا وزنشان مثل ماست. از سوی دیگر، معمولا در شب عید بهدلیل افزایش تقاضا برای کالاها و خدمات معمولا تورم چند درصدی بالاتر میرفت. یادم هست اقتصاددانی میگفت تورم را زنان خانهدار و مردان زنبیل بهدست بهتر از هر کس دیگری درک میکنند و هیچکس با این شاخصهای آماری تورم خود را گول نمیزند. هدف از تهیه شاخصهای قیمت، ارائه برآوردی از افزایش در سطح قیمت نسبت به یک سطح ثابت قیمت است و اینکه تغییرات قیمت در یک دوره زمانی مشخص نشان داده شود و حالا رئیس بانک مرکزی پس از محاسبه این شاخص به ما میگوید هیچ جای نگرانی نیست، آسوده بخوابید که تورمی در کار نیست. امیدوارم دیگران مثل من نباشند و کالاهای شان را به قیمت ارزان خریداری کنند.

دوست عزیز تا اونجایی که من میدونم کاهش نرخ تورم به معنی ارزون شدن نیست، کاهش نرخ تورم یعنی کاهش نرخ رشد قیمت ها، اگر تورم صفر شد قیمت ها ثابت میمونند، و اگر منفی شد قیمتها پایین میان یا کالاها ارزون میشن

بالاخره باید متوسط قیمت کالاها کاهش بیاید (ارزان تر شوند) تا بگوئیم تورم کاهش یافته است یا نه؟
بله تورم معنی گرانی یا کاهش تورم معنی ارزانی نمی دهد. اما کاهش تورم به معنی ارزان شدن در کالا در زندگی روزمره است.

وقتی تورم (+) داریم معنیش اینه که قیمت ها در طی زمان در حال افزایش است. (یعنی سبد کالاهای تعیین شده قیمتش افزایش پیدا کرده )
وقتی هم تورم کاهش پیدا می کنه (مثلا از ۲۰ درصد به ۱۰ درصد میرسه) یعنی باز هم قیمت ها بالاتر رفته اما به میزان کمتری
حالا تو همین وضعیت اگه مصرف کنندگان درآمدشون ثابت باشه یا در نهایت کمتر از ۱۰ درصد رشد کرده باشه ؛ انتظار اینکه به صورت ذهنی احساس کنه کالاها ارزونتر شدن شاید چندان منطقی نباشه.

سلام محمدرضا. من جوابت را به آن حامد اول (که من هم نظرش را تکرار میکنم) نمیفهمم. برای چی باید کالاهاارزان شوند تا نرخ تورم کاهش یابد؟ مگر صحبت از تورم منفی میکنیم؟ صحبت از منفی بودن مشتق دوم قیمت است نه مشتق اول.
به قاسم و حامد: من اشتباه کردم و باید حرفم را این طور می نوشتم: منظور من این است که سرعت رشد قیمت ها در این دوره کمتر از دوره های قبل نبوده. یعنی تورم این دوره کمتر از دوره قبل نبوده است.
یعنی یک خانوار اصلا چنین احساسی ندارد که قیمتها با نرخ کمتری رشد کرده اند و احساس گران نشدن شدید بهش دست نمی دهد.
البته راستش من در هنگام نوشتن این مطلب اینفلیشن و دیفلیشن را یک جوری در ذهنم نادرست تحلیل کردم..
ممنون محمدرضا. ببین بحث رفتاری جالبی میشه اینجا کرد که آیا حس انسان نسبت به تفاوت سرعت رشد قیمت در سالهای مختلف (همان مشتق دوم خودمان) هم درست سیگنال میدهد یا نه. فکر کنم در مالیه رفتاری زیاد بحث میشود که حس نسبت به مومنت دو ضعیف است. شاید بشود مشابهش را اینجا هم پیدا کرد.

نرخی مثل نرخ تورم در محیط اقتصادی شدیدت غیر یکنواختی مثل ایران ابدن آدرس دهنده مناسبی برای استفاده در تخلیل در سطوح غرد نظیر حس تجربی انسان نیست.
نرخ تورم یک نرخ مفید برای تحلیل سطح بالاتر {کلان} است.

نظری که شما داری روشن و واضح است.اما در مورد حس انسان نسبت به تفاوت سرعت رشد قیمت ها {شاخص B بنامیم { ونرخ تورم {شاخص A بنامیم}, به نظر من اگر یکی دو شرط را لحاظ کنیم این دو شاخص مرتبط میشوند شرط اول اینکه ۱_ نرخ تورم از تغییرات قیمتی سبد کالای مصرفی شخص معین بدست اوریم.
دوم انکه ۲_ این دو شاخص را د مورد اشخاص با سبد کالای مصرفی تقریبن مشابه مورد بررسی قرار ذهیم. و سه انکه ۳_ شرط زمینهای سوم این است که قیمت کالای مشخص در محیط های مختلف مثلن در شهر های مختلف خیلی فاحش نباشد.
ادعای من این است که شاخص نرخ تورم در محیط اقتصادی ایران هیچکدام از این سه شرط را ندارد لذا حس شخص معین نسبت به تغییرات تورم و حتی خود تورم با شاخص نرخ تورم اعلامی مطابقت نخواهد داشت .

در بند سوم تغییرات قیمت کالای مشخص دربت است.
در اقتصاد ایران بازار ها جندان به هم مرتبط نیست, مثلن بازار مسکن بدلیل مداخلات ویژه !!! از بقیه بازار ها منفک میشود و در نتیجه نرخ اجاره بها در هر محل ساز خودش را میزند. یا بازار کالاهای سوبسیدی از بقیه بازار ها جداست و از این قبیل . در این شرایط شاخص نرخ تورم دیگر یک شاخصی که بتوان ان را یک مطالعه تجربی در بازار دانست نیست بلکه صرفن یک جمع بندی عددی است. لذا نمیتواند ادرس دهی مناسبی در مورد وقعیت های جاری داشته باشد. در صورتیکه شاخص B مستقیمن به واقعیت های عینی زیست محیط فرد مرتبط است.
لذا و به عنوان نتیجه میتوانم بگویم شاخص نرخ تورم در چنین محیط اقتصادی فقط بدرد حلیل های کلان و مقایسه ای با خودش در طی زمان را دارد و بدرد مطالعات سطوح پایین تر و همینطور تحلیل های تجربی نمی خورد.
من علت پس وپیش شدن کلمات و به هم ریختن جملات در کامنت های فوق را نمیدانم .
بگذریم از چیز های دیگر!!!!
