این کتاب نوشته خسرو شاکری (بروجنی) است که از سوی نشر اختران روانه بازار شده است. شاکری در این کتاب کوشیده بخشهایی از پیشزمینههای انقلاب مشروطه را که تاکنون کمتر مورد توجه قرار گرفتهاند مورد بررسی و واکاوی قرار دهد. برای نمونه این موضوع که اقتصاد ایران نیز در آغاز دروه قاجار به اقتصاد جهانی متصل شده بود و ازاینرو وضعیت تجار و کسبه و پیشهوران و صنعتگران نوپای ایرانی بهدلیل ورود کالاهای خارجی تحتتاثیر قرار گرفت و صنایعی مانند نساجی و پارچه بافی از بین رفتند. بهدلیل معافیت گمرکی تجار روسی و اینگیلیسی، تجار ایرانی توانایی رقابت با آنها را نداشتند و بخشی از آنان ملیت این کشورها را پذیرفتند و گروهی هم روی به کشاورزی آوردند. ظاهرا مساله واردات از همان روزگار یک مشکل جدی پیشِروی اقتصاد ایران بوده است. موضوع دیگری که کتاب به بررسی مختصر اما جالب آن پرداخته آغاز سازماندهی کارگری در جامعه ایران است. بهنظر شما نخستین اتحادیه کارگری را در ایران کارگران کدام صنف یا صنعت تشکیل دادهاند؟ من قبل از خواندن این بخش از کتاب با خودم فکر میکردم احتمالا باید بخش تلگراف (مخابرات) یا صنعتی مثل قالیبافی باشد اما اینطور نبود!
نخستین اتحادیه کارگری را کارگران چاپخانه در خرداد ۱۲۸۹ تشکیل دادند. این اتحادیه ارگان خود را با نام اتفاق کارگران منتشر میکرد. ظاهرا نام این چاپخانه «کوچک» بوده است که نویسنده کتاب به اشتباه از آن با عنوان چاپخانه کوچکی یاد میکند. این اتحادیه خواستههای جالبی را در آن روزگار مطرح میکند: ۱- هیچ کارگری نباید در روز بیش از ۹ ساعت کار کند؛ ۲- تعیین حداقل دستمزد مشخص …؛ ۳- پرداخت خسارت از سوی کارفرما به کارگر در قبال اخراج بیدلیل؛ ۴- حق اخراج کارگر برای کارفرما در صورتی که ۱۵ روز قبل به او خبر بدهد؛ ۵- رفتار محترمانه با کارگران؛ ۶- پرداخت دستمزد به کارگر بیمار؛ ۷- هر چاپخانه باید پزشک مخصوص به خود را داشته باشد؛ ۸- پرداخت حقوق در صورت آسیب دیدن در هنگام کار؛ ۹- پرداخت غرامت به همسر و فرزندان کارگری که در حین کار فوت کند؛ و مواردی دیگر ….. راستش این خواسته ها نسبت به آن روزگار زیادی متعالی است و باورش برای من کمی دشوار است.
نویسنده معتقد است کارگران ایرانی بعد از خرابشدن اوضاع اقتصاد ایران به روسیه سابق مهاجرت کردند و در آنجا با اتحادیه کارگری و اعتصاب و … آشنا شدند و در واقع همین آشنایی را بستری برای سوسیال دموکراسی ایرانی میداند. البته در کتاب گزارههای زیادی هم وجود دارد که میتوان نقدهای جدی به آنها وادار کرد اما من از خواندن کتاب رضایت داشتم. یکی از نکات دیگر آن هم تشکیل مجلس تجار به ریاست امین الضرب است برای حمایت از تجار و صنعتگران و فرایند ناکامی آن که بهجای خود ماجرایی خواندنی است.
