شاید بیش از یک و نیم دهه از آغاز طرحی به نام تفکیک پست از شغل میگذرد. در این طرح برای فرد شاغل، یک سری وظایف پستی تعریف میشود و یک سری وظایفی شغلی که متخصصین این امر از آن با عنوان شرح وظایف پستی و شغلی نام میبرند و شاید مهمترین و بیشترین مزیت این طرح تفکیکی این است که در مواقع تعویض یک فرد میتوان پست او را گرفت و نه شغلش را. برای مثال اگر یک تراشکار در یک کارخانه مسئول بخش تراشکاری باشد، در هنگام برداشتن او از این پست او همچنان تراشککار است اما دیگر مسئول این بخش نیست. پیش از این که این تفکیک صورت نگرفته بود، شغل و پست یکی بود و تغییر پست در محیط کار بسیار دشوار بود. اما هنوز این طرح در بسیاری از محیطهای کاری کشور صورت نگرفته است و از قضا مقاومتهای زیادی هم در برابر آن صورت میگیرد. نزدیک به یکسال در شرکتی درگیر انجام این طرح بودم. فرایند کار به این صورت است که پس از انعقاد قرارداد شرکت با یک مشاور این حوزه، آنها بهسراغ تکتک مدیران هر واحد و بخش از شرکت میروند و نمودار شغلی و پستی و شرح وظایف هر فرد را براساس نظرات مدیر و در مواقعی رجوع به خود فرد تهیه میکنند. شرکت ما در سال ۱۳۷۳ با مشاور برای انجام این طرح قرارداد منعقد کرده بود و تا سال ۱۳۸۷ به تعویق افتاده بود. ما هر روز دو یا سه مدیر را به همراه مشاور به دفترمان دعوت میکردیم و مدیر شروع میکرد به تشریح نموداری شغلها و پستهای موجود در دفترش. من هم آنجا بودم تا نه حقی از شرکت ضایع شود و نه سر مشاور کلاه برود. بدون استثناء تمام مدیران شرکتِ ما شغلها و پستهایی را تشریح میکردند که میدانستم در آن واحد وجود ندارند و وقتی بهشان میگفتم ناراحت میشدند. بهعبارتی هر مدیر فقط میخواست گستره اختیاراتش بیشتر شود. فرض کنید یک شرکت حمل و نقل ۱۴۰۰ نفر نیروی کار داشته باشد. دفتر بیمه و رفاه اجتماعی این شرکت باید چند نفر نیرو داشته باشد؟ وظیفه آنها هم کاملا روشن و مشخص است. طبق نموداری که مدیر این دفتر به مشاور ارائه کرده بود باید ۲۰ نفر در این واحد مشغول بهکار میشدند، درحالیکه وقتی با او بحث میکردیم قانع بود که ۳ نفر میتوانند همه این وظایف را انجام دهند. یعنی بهواقع تعداد نیروی این دفتر از ستاد از تعداد تمام نیروهای شاغل در یک شعبه عملیاتی این شرکت بیشتر بود. این درحالی بود که مدیران دفاتر تحقیق و توسعه یا برنامهریزی و بودجه و ارزیابی عملکرد نموداری ارائه کرده بودند که به ترتیب به ۲ و ۳ شغل-پست اشاره کرده بودند. نمودار تنظیم شده توسط مدیر مالی حاوی بیش از ۵۰ شغل-پست بود که به نزدیک به ۹۰ نفر نیرو احتیاج داشت، توجه داشته باشید که طبق فرض کار این شرکت حمل و نقل بوده نه مالی. مشکل دوم کسانی بودند که طی سالهای گذشته در بخشهای مختلف شرکت مشغول بهکار شده بودند اما نه وضعیت شغلشان مشخص بود نه پستشان. یکی میگفت من راننده لیفتراک هستم درحالیکه مدیرش اصلا در نمودار ارائه شده به این شغل اشاره نکرده بود. یکی حقوق استادکار ارشد را میگرفت درحالیکه بهاندازه یک نیمهاستاد هم کار بلد نبود. در مواردی مشاور میگفت که مدیر فلان حوزه باید حداقل دارای مدرک کارشناسی باشد درحالیکه مدیر فعلی دیپلم بود. لذا مدیر به هر ترتیب ممکن فقط بر سر راه انجام طرح سنگ میانداخت. خلاصه بعد از یکسال ما طرح را تهیه کردیم و شرح تمامی مشاغل-پستهای ۱۴۰۰ نفر را نوشتیم. اما به یکباره یک مدیر میآمد و میگفت من در نمودار ارائه شده یک اشتباه کردهام و باید آن را تغییر دهم، گاهی این فرایند تا یک ماه وقت میگرفت. حالا دیگر آنجا کار نمیکنم. اما بعید میدانم که آن طرح تا سال ۱۴۰۰ در آن شرکت اجرا شود.
