ماجرای بحران یونان بد جوری ذهنم را به خودش مشغول کرده بود. شروع کردم به خواندن مقالاتی درباره تاریخ این کشور. ماحصل آنها هم شد یادداشتی طولانی برای دنیای اقتصاد. این نوشته ضمن بررسی تاریخ اقتصاد-سیاسی یونان از ۱۹۴۴ تا کنون به یک پرسش مهم پاسخ می دهد: آیا دموکراسی سیاسی بدون دموکراسی اقتصادی راه به جایی میبرد؟ نسخه حاضر کمی با متن روزنامه فرق می کند.

یونان اگرچه از اقتصادهای برتر اروپا نبود اما بحرن اقتصادی این کشور کل کشورهای اروپایی بهویژه آلمان را بهشدت متأثر ساخته و گویی سکان کشتی یورو در حال شکستن است. یونان در سال ۲۰۱۰ در میان ۱۰ کشور با بالاترین احتمال نکول وامها رتبه سوم را دارد که همین امر نشان از حاکم بودن وضعیتی بسیار نامطلوب بر اقتصاد این کشور است. درحالحاضر حجم اقتصاد زیرزمینی این کشور بیش از ۲۵% تولید ناخالص داخلی آن را تشکیل میدهد. اما چه میشود که اقتصاد کشوری همچون یونان به ناگاه وضعیت بحرانی پیدا میکند؟ برای پاسخ به این پرسش باید به سراغ مطالعات اقتصاد کلان رفت. در این نوشته کوتاه وضعیت یونان از بعد از جنگ جهانی دوم تا اواسط دهه ۱۹۹۰ میلادی بررسی میشود تا ریشه مشکلات اقتصادی این کشور عیانتر گردد و نقش نهادهای سیاستگذاری در بروز بحران اخیر مشخصتر شود.
یکی از مهمترین پیامهای مطالعات اقتصاد کلان اخیر این است که نظامهای سیاستگذاری و نهادها برای عملکرد بلندمدت اقتصاد از اهمیت خاصی برخوردار هستند. هم رشد اقتصادی و هم تورم بهطور حیاتی و بحرانی به موفقیت نهادهای سیاسی و اقتصادی در تهیه و تدارک مکانیسمهای متعهد و هماهنگ بستگی دارند که منجر به نرخهای زیاد و مولد سرمایهگذاری و البته انتظارات تورمی پایین میشوند.
تجربه پس از جنگ جهانی اقتصاد یونان یک مورد خاص برای کسانی است که در جستوجوی جمعآوری شواهدی برای پیآمدهای دگرگونی در نظام سیاستگذاری هستند. تاریخ این دوره یونان تغییرات شدید نهادی و دگرگونی جدی نظام سیاستگذاری این کشور را به تصویر میکشد که تاحدی با سایر کشورهای سازمان همکاری و توسعه اقتصادی (OECD) متفاوت است و نشان میدهد که یونان تجربه یک بازگشت رادیکال در عملکرد اقتصاد کلان را از سر گذرانده است. تا ۱۹۷۴ عملکرد اقتصادی یونان یکی از خیره¬کننده¬ترین¬ها در اروپای پس از جنگ بود. اما پس از دومین شوک نفتی و پیوستن این کشور به اتحادیه اروپا، یونان وارد دوران رکود تورمی شدیدی شد که بعد از آن هرگز توانایی بهبود و بازیابی پیدا نکرد. پس از ۱۹۷۴ بود که ناکامی اقتصادی یونان شروع شد و تغییر در آبوهوای سیاسی کسری و بدهی بخش عمومی (دولت) را افزایش داد و شعله¬های کسری تجاری و ازدیاد نقدینگی بیش از اندازه در اقتصاد برافروخته شد. اما پیوستن به اتحادیه اروپا علت سیرنزولی اقتصاد یونان نبود، اما انتقالات مالی از همین اتحادیه به یونان بود که بر مشکلات زیربنایی این کشور سرپوش میگذاشت و تعدیلهای لازم در اقتصاد یونان را به تأخیر انداخت. همانند ژانوس، این الهه دو چهره، اقتصاد یونان نیز در دوره زمانی ۱۹۹۳-۱۹۵۴ دو چهره داشته است: در فاصله سالهای ۱۹۷۳-۱۹۵۴ متوسط رشد تولید سالانه این کشور ۷% و تورم سالانه هم تنها ۴% بود. درواقع رشد اقتصاد این کشور از متوسط کشورهای OECD 2% بیشتر بود و تورماش هماندازه آنها. اما در بیست سال بعد از ۱۹۷۴، وضعیت این کشور بهگونه¬ای دراماتیک دگرگون شد. رشد اقتصادی در اواخر دهه ۱۹۷۰ کاهش یافت و بعد از ۱۹۸۰ فروپاشید. تورم خیز برداشت و سرسختانه بالا ماند. رشد اقتصادی این کشور در فاصله ۱۹۷۴ تا ۱۹۹۳ تنها ۲% بود که کمتر از متوسط OECD بود. متوسط تورم هم در این دوره ۱۸% بود که ۱۰% بیش از متوسط تورم در OECD بود. در دوره پس از ۱۹۷۳ یونان از بحران دورهای تراز پرداختها رنج میبرد. اما علت این دگرگونی یونان از یک اقتصاد موفق به یک اقتصاد مشکلدار چه بود؟ یونان چطور میتوانست از این چرخه بحرانی نجات یابد که نتوانست؟ اقتصاد یونان اهمیت دارد چراکه ویژگیهایش گویای وضعیت بعضی دیگر از اقتصادهای اروپای جنوبی مانند پرتغال و اسپانیا نیز هست. این هرسه اقتصاد در اواسط دهه ۱۹۷۰ گذار از دیکتاتوری به دموکراسی را تجربه کردهاند و همگی در دهه ۱۹۸۰ به اتحادیه اروپا پیوستند. اما این سه کشور مسیرهای نهادی متفاوتی را پیمودند.

تاریخ اقتصاد- سیاسی یونان پس از جنگ
بعد از رهایی از اشغال در ۱۹۴۴، یونان وارد یک دوره ناآرامی سیاسی شد که سرانجام منجر به جنگ داخلی میان چپ و راست در فاصله سال¬های ۱۹۴۹-۱۹۴۶ شد. نیروهای دولتی با حمایت اینگلیس و ایالات متحده امریکا پیرزومندانه ظهور کردند، اما تفرقهها و دشمنیهای ناشی از جنگ باعث شد تا چندین سال یونان محل نزاع دشمنان داخلی با هم باشد.
طی جنگ داخلی، نهادهای پارلمانی بهصورت نسبی ناکارا شدند. از ۱۹۴۶ تا ۱۹۵۰ این کشور با حکومت ائتلافی دو حزب سیاسی اصلی، حزب مردم (راست) و لیبرالها (مرکز) اداره شد، البته با یک نخست وزیر لیبرال. یونان یکی از اعضای موسس کمیته همکاری اقتصادی اروپا بود، که همین امر منجر به تأسیس سازمان همکاری و توسعه اقتصادی شده بود. بهمنظور همنوایی با قوانین طرح مارشال، دولت یونان باید پیشنویس برنامههای جامع میانمدت و بلندمدتی را تهیه میکرد که در حقیقت نخستین تلاش سیستماتیک برای ترویج توسعه اقتصادی و ثبات مالی این کشور بود. بعضی از نهادهای اقتصادی که نقش مهمی را در یونان پس از جنگ ایفا میکردند در همین زمان ایجاد شدند. یک مثال مهم کمیته پول و ارز بود، کمیته ای قدرتمند که درباره حجم و توزیع اعتبارات بانکی تصمیمگیری می¬کرد. دیگر جنبه کلیدی سیاست اقتصادی، مشارکت پول یونان در نظام ارزی برتن وودز بود.
بعد از انتخابات ۱۹۵۰ و دو سال و نیم اِشغال ضعیف دیگر و برگزاری یک انتخابات بینتیجۀ دیگر، قانون اساسی اصلاح و تغییراتی در نظام انتخاباتی ایجاد شد. سرانجام صفآرایی یونانی (برخاسته از حزب مردم) به رهبری پاپاگوس انتخابات ۱۹۵۲ را با اکثریت غالب برد و نخستین دولت قوی را بعد از پایان جنگ جهان دوم به یونان هدیه داد. این دولت، تحت رهبری یک وزیر اقتصاد کارآمد، اسپیروس مارکزینیس، بنیانهایی را برای بقای اقتصاد بنا گذاشت. او بسیاری از کنترلهای قیمتی و وارداتی را حذف کرد، شدیدا پول یونان (دارخما) را در ۱۹۵۳ کاهش ارزش داد و نرخهای بهره را هم همین¬طور. همچنین فورا کاهش بهای سریع پول را با اهداف مالیاتی همراه ساخت، قانونگذاری برای محافظت و جذب سرمایههای خارجی را در دستور کار قرار داد و دستورالعمل¬ها و سنجه¬هایی برای کنترل بروکراسی ارائه کرد. هرچند، بازارهای کار و اعتبارات تحت کنترل دولت باقی ماندند. بعد از کاهش ارزش پول در ۱۹۵۳، پول این کشور در ۳۰ دراخما به ازای یک دلار میخکوب شد، نرخی که تا ۱۹۷۳ ثابت ماند.
پاپاگوس در اکتبر ۱۹۵۵ درگذشت، جانشین او، کنستانتین کارامانلیس، حزب را از نو بازسازی کرد و انتخابات را در فوریه ۱۹۵۶ برد. او هفت سال، ۱۹۶۳-۱۹۵۶ بر یونان حکومت کرد. دولت او گام¬های مهمی برای تحکیم ثبات اقتصادی یونان برداشت. آنها از سیاست¬های مالی و پولی محافظهکارانه، بازتثبیت اعتماد در حوزه ارز و سیستم بانک¬داری تجاری پیروی کردند و تاکید زیادی بر ساخت جاده¬ها و بهبود زیرساختهای اقتصادی داشتند و برای ترویج صنعتیسازی سیاستهای مالیاتی و اعتباری خاصی را اجرا کردند.
ویژگیهای نهادی این دوره که تا ۱۹۷۴ به عمر خود ادامه داد، هر چیزی بود جز لسهفر. شاید «سرمایهداری دولتی» توصیف بهتری برای آن باشد. تعداد زیادی موسسات دولتی ایجاد شده بود، فعالیت اتحادیهها شدیدا تحت کنترل بود و نظام بانکی از طریق فعالیت کمیته پول و ارز بانک یونان تنظیم می¬شد. اعتبارات بانکی با نرخهای بهره پایین بهسوی شرکتها و پروژههای سرمایه¬گذاری بزرگ هدایت میشدند. بااینحال، نقش دولت در اقتصاد خیلی کم بود، البته خارج از حوزه¬های مدیریت عمومی، بانکداری، برق و ارتباطات. بیشتر قیمتها آزادانه تعیین میشدند، اگرچه قیمت «کالاهای ضروری» تحت کنترل بودند. در یک دورۀ با تورم پایین، بهنظر نمیرسد این کنترل¬های قیمتی مختلکننده باشد. در حوزه تجارت خارجی شرکت¬های داخلی از حمایتهای قوی لذت میبردند، علیرغم حرکت تدریجی به¬سوی حذف تعرفهها و بعد از عضویت در گات و توافق انجمن یونان با اتحادیه اروپا. مالیاتهای تجاری پایین بودند و تضمین حمایت از حقوق مالکیت و کاهش ارزش شتابان پول اعتمادها را تقویت می¬کرد و نرخ بازدهی بالایی را برای سرمایهگذاریها بهبار میآورد. این ویژگیهای نهادی از جمله موثرترین عوامل در رشد بالای یونان در دوره زمانی ۱۹۷۳-۱۹۵۴ بودند.
کارامانلیس جای خود را در انتخابات بعد به جورج پاپاندرئو از حزب اتحاد مرکز یونان (برخاسته از حزب لیبرال) داد. دولت جدید، که عمر کوتاهی داشت، بیشتر بر توزیع درآمد، دولت رفاه و اصلاحات آموزشی تاکید داشت، اما سایر ترتیبات نهادی پیشین را را به حال خود رها کرد. پاپاندروئو بعد از سقوط پادشاه در ۱۹۶۵ استعفا داد. بعد از او یک سری از دولتهای ناپایا تا ۱۹۶۷ جانشین او شدند، تا یک کودتا منجر به دیکتاتوری نظامی شد که تا ۱۹۷۴ دوام یافت. نظام اقتصادی که طی دیکتاتوری تثبیت شد تداوم همان رفتار دولت¬های دموکراتیک دهههای ۱۹۵۰ و ۱۹۶۰ بود که ضربۀ چندانی به اقتصاد نزد.
قبل از ۱۹۷۴ نظام سیاسی-اقتصادی یونان با تضمین و ایجاد امنیت برای مالکیت خصوصی زمینهساز سرمایهگذاری بخش خصوصی بود، قوانین مالیاتی جدیدی وضع شد و رابطه میان دولت و اتحادیههای کارگری در وضع مطلوبی بود. این شرایط، انباشت بهتر سرمایه را تضمین میکرد و دولت یونان که قبل از ۱۹۷۴ از نظر سیاسی استبدادی بود در سال ۱۹۶۷ به بازتولید دیکتاتوری دست زد. اما گویا پس از استقرار دموکراسی در این کشور نظام اقتصادی نه تنها دموکراتیک نشد، بلکه منفجر شد. این دموکراسی جدید نتوانست سیاستهای اقتصادی پیشین را پیگیری کند.
باوجوداین، طی دیکتاتوری بعضی جوانب نظام نهادی پایداری¬شان به لرزه افتاد. تقاضا نیز شدیدا زیاد شده بود. تا ۱۹۶۹، اقتصاد تقریبا با ظرفیت کامل کار میکرد و کم¬کم تنگناها چهره خود را نشان دادند. البته کنترلهای دولتی از هر گونه اثر فوری بر دستمزدها و قیمتها جلوگیری میکرد.
ازاینرو، شوک تورمی ۱۹۷۳ و در پی آن فروپاشی برتن وودز و افزایش قیمت کالاها، عملکرد اقتصاد یونان را در سطوح ظرفیت بالا با تورم فرونشانده تحت تاثیر قرار داد. در نتیجه، افزایش تورم در ۱۹۷۳ بهطور خاص نمایان شد. رونقی که پیش از این وجود داشت کارایی دیکتاتوری را در معرض شک قرار داد و سقوط ناگهانی در استانداردهای زندگی آشوب مدنی را شعلهور ساخت و همین امر منجر به سقوط دیکتاتوری شد.
استقرار دموکراسی در ۱۹۷۴ دوباره کارمانلیس را برای یک دوره هفت ساله وارد سیاست و حکومت یونان کرد. حزبی که او تأسیس کرد، دموکراسی جدید (نوه حزب مردم)، یکی از دو حزب قوی یونان باقی ماند. بااینحال، تغییرات نهادی که طی دوره هفت ساله دوم او اتفاق افتاد در نظامی کاملا متفاوت با آنچه قبل از ۱۹۷۴ وجود داشت، بود. نرخ ارز میخکوب شده برای دلار تغییر کرد. نیاز به مخارج دفاعی زیاد و تقاضای عمومی برای یک دولت بزرگتر و توزیع درآمد بیشتر، منجر به افزایش مخارج دولت، دستمزدهای واقعی و مالیاتهای تجاری شد. با توجه به سیاستهای پولی و مالی شُلووِل، کنترل¬های قیمتی به¬طور گسترده مورد استفاده قرار گرفت، در همان زمان ظهور اتحادیههای کارگری قوی منجر به افزایش دستمزدهای بالا شد. نقش دولت در اقتصاد به طور معناداری افزایش یافت: از طریق ملیسازی وسیع. دومین بزرگترین گروه بانکی از طریق یک دستورالعمل قانونی مشکوک ملیسازی شد که بهانههای تصرف غیرقانونی حقوق مالکیت سهامداران موجود را افزایش داد. تعدادی شرکت¬ دولتی در حوزه¬های انرژی، تامین مالی توسعه، مالکیت تجاری و ترویج صادرات تأسیس شدند.
سیاستهای دولت کارامانلیس بعد از ۱۹۷۴ همراه با گسترش درخواست سوسیالیستها (حزب پاسوک)، تحت حکومت آندرئاس پاپاندرئو، پسر نخست وزیر دهه ۱۹۶۰، باعث ناآرامی در اجتماع تجاری شد. همچنین مشکلات بودجهای باعث کاهش¬های معنادار در سرمایهگذاری در زیرساخت¬های عمومی شد. مهمترین دستآورد اقتصادی کارامانلیس در این دوره ورود یونان به اتحادیه اروپا در ۱۹۸۱ بود، بعد از اینکه او انتخابش به عنوان رئیس جمهور جمهوری را مهندسی کرد و همین امر منجر به انتخاب پاسوک سوسیالیست در ۱۹۸۱ شد.
دولت¬ اول پاپاندرئو حتی تأکید بیشتری بر ملی¬سازی و توزیع درآمد داشت. از طریق سازمان تجدید ساختار صنعتی تعدادی از شرکت¬های رنجور نیز ملی شدند. دستمزدها شاخصسازی و کنترلهای قیمتی تقویت شدند. کسری¬ها و بدهیهای عمومی کم¬کم از کنترل خارج شدند و در ۱۹۸۵ دولت با بحران تراز پرداختها مواجه شد. ارزش دراخما کاهش یافت و دستمزد برای دو سال تعیین شد. مراحل اول حرکت به سوی آزادسازی نظام مالی و جریان¬های سرمایه طی همین دوره اجرایی شدند. بااینحال، کسری مالی تاحدزیادی از کنترل خارج شد. کسری¬ها و بدهیهای عمومی اوج گرفتند و بحران تراز پرداخت¬های ۱۹۹۰-۱۹۸۹ حادث شد.
پاپاندرئو سه انتخابات پیدرپی را با فاصله زیاد در فاصله سالهای ۱۹۸۹ و ۱۹۹۰ از دست داد، اما بهدلیل تغییراتی که او در نظام انتخابات ایجاد کرده بود (نمایندگی تناسبی) دموکراسی جدید، ایجاد شده توسط کنستانتین میتسوتاکیس، اکثریت تنها یک معاون در پارلمان را بهدست آورد. در اوایل دهه ۱۹۹۰ سیاستهای تعدیل ساختاری در دستور کار دولت قرار گرفت، اما همه نهادهایی که در سالهای پیش ایجاد شده بود با اجرای کامل این سیاستها همراهی نمیکردند. دولتهای میتسوتاکیس برای تثبیت مالیه عمومی و اجرای اصلاحات ساختاری از طریق خصوصیسازی و آزادسازی اقتصاد تلاش کردند. طی ۱۹۹۰ و ۱۹۹۱ دولت در هر سه حوزه مذکور نسبتا آرام و ناموثر حرکت کرد. در ۱۹۹۲، وزیر اقتصاد ملی، استفانوس مانوس، گام¬های جسورانهای بهسوی متوقف نمودن کسریهای ایجاد شده طراحی کرد و این درواقع، نخستین تلاش برای تجدید ساختار اقتصاد بود، با سنجههایی که آزادسازی کامل قیمتها، مقرراتزدایی، کنترل سفت و سخت شرکت¬های دولتی، اصلاحات تامین اجتماعی، خصوصیسازی و سرمایهگذاری در زیرساختها را تضمین میکرد. اما این حرکت از نظر مالی تاحدی در ۱۹۹۳ برعکس شد، همینکه انتخابات جدید از دور پدیدار شد. در اکتبر ۱۹۹۳، دولت دیگر پاپاندرئو، با اکثریت غالب انتخاب شد و بسیاری از برنامههای اصلاحات ساختاری ۱۹۹۳-۱۹۹۰ را یا کنار گذاشت یا معکوس ساخت شاید همین آغازی برای شروع بحران اقتصاد یونان درحالحاضر را رقم زد.
نظامهای سیاسی و اقتصادی
نتیجه اصلی این بررسی یونان پس از جنگ جهانی این است که این کشور دو نظام نهادی متمایز را تجربه کرده است. تا ۱۹۷۴ دولت یونان قوی و استبدادی بود، هم از نظر اقتصادی و هم از نظر سیاسی. حقوق سیاسی و مدنی محدود بودند، و دولت کنترل موثری بر اتحادیههای کارگری و بخش مالی و بانکی کشور داشت. سیاستهای بودجهای سفت و سخت و سیاستهای پولی با نظام برتن وودز محدود شده بودند. در این دوره شاید بتوان گفت محدودیت نسبیِ (در دوره حکومت دیکتاتوری) آزادیهای سیاسی و مدنی امکان موفقیت مدیریت اقتصادی سرمایهدارانه و متمرکز را فراهم کرده بود. البته میتوان این فرضیه را هم نپذیرفت.
بعد از ۱۹۷۴ نظام سیاسی یونان کاملا آزادسازی شد. حقوق سیاسی و مدنی بهطور کامل آزاد شدند و اتحادیه¬های کارگری قدرت چشمگیری کسب کردند. حرکت به سوی برابری، بعد از سالها آشفتگی سیاسی، منجر به وضع مالیات تجاری بالا و گسترش سریع نقش دولت در اقتصاد شد. باید میان نظام اقتصادی دو دوره بعد از ۱۹۷۴ نیز تمایز قائل شد. دوره اول از ۱۹۷۹-۱۹۷۴ بود، زمانی که انتظارات هنوز تحتتاثیر گذشته بودند، روشن نبود که تغییر در نظام سیاستگذاری چقدر جدی است. یک بهبود قوی در سرمایهگذاری و رشد اقتصادی ایجاد شد. بعد از ۱۹۷۹ همه چیز به سمت بدتر شدن رفت. دومین شوک نفتی و چشمانداز ظهور دولت سوسیالیست اعتماد سرمایهگذاران را خدشهدار کرد. موج دوم ملیسازی نمایان شد و دستمزدها افزایش یافت، سیاستهای پولی و مالی شُلووِل و شاخصگذاری دستمزدها نیز مطرح شد. کسری¬ها بعد از ۱۹۸۱ به شکل چرخ دندهای زیاد شدند، چراکه هم محافظهکاران و هم سوسیالیست¬های سعی در هزینه بیشتر داشتند چرا که به فکر بزرگتر شدن دولت نبودند، تنها به فکر انتخاب شدن بودند. این وضعیت تا اواسط دهه ۱۹۹۰ ادام یافت هرچند گهگاه تلاشهایی برای بازگشت به روزهای خوش اقتصاد صورت گرفت، اما هیچکدام موثر واقع نشدند. گروهی از اقتصاددانان یونانی یکی از دلایل اصلی تداوم این وضعیت در اقتصاد یونان را در روابط آن با اتحادیه اروپا جستوجو میکنند. در فاصله سالهای ۱۹۸۰تا ۱۹۹۰ انتقالات مالی از اتحادیه اروپا به یونان به عنوان سهمی از تولید ناخالص داخلی این کشور از ۰٫۴% به بیش از ۵% درصد رسید. به نظر این گروه از اقتصاددانان این انتقالات مالی از اتحادیه اروپا باعث ایجاد نوعی بیماری هلندی در اقتصاد یونان شده بود که به این صورت خود را بروز داده بود: بهبود حساب جاری و مصرف خصوصی بیشتر، اما خالص صادرات کمتر. در دهه ۱۹۹۰ تلاشهایی هم برای حرکت به سوی آزادسازی و خصوصیسازی صورت گرفت که هیچکدام با اهداف دولتی سوسیالیست همخوانی نداشت. این وضعیت به صورت نصفه و نیمه در یونان ادامه داشت تا اینکه در ۱۹۹۹ پول واحد اروپایی متولد شد. بعد یونان درخواست عضویت داد. برای پذیرش باید چند پیششرط وجود میداشت:

I’ll gear this review to 2 types of people: current Zune owners who are considering an upgrade, and people trying to decide between a Zune and an iPod. (There are other players worth considering out there, like the Sony Walkman X, but I hope this gives you enough info to make an informed decision of the Zune vs players other than the iPod line as well.)
Apple now has Rhapsody as an app, which is a great start, but it is currently hampered by the inability to store locally on your iPod, and has a dismal 64kbps bit rate. If this changes, then it will somewhat negate this advantage for the Zune, but the 10 songs per month will still be a big plus in Zune Pass’ favor.
