همیشه میان سیاستگذاران و سرمایهگذاران بخش مسکن یک اختلاف جدی وجود داشته و دارد: سیاستگذاران از افزایش قیمت مسکن خشنود نیستند، بهعبارت دیگر آنها رونق بخش مسکن را میخواهند اما بدون افزایش قیمت. از سوی دیگر برای سرمایهگذاران رونق یعنی افزایش قیمت مسکن و تضمین سودآوری. سرمایهگذار از سرمایهگذاری خود سود میخواهد و بدون افزایش قیمت مسکن خبری از سود نیست. این تضاد جدی میان سیاستگذاران و سرمایهگذاران امروز در بخش مسکن ایران قابلمشاهده است. از یک سو سیاستگذاران از وضعیت بازار اظهار رضایت میکنند و میگویند که قیمت در بخش مسکن کاهش یافته است و از سوی دیگر، کاهش نرخ سرمایهگذاری در بخش مسکن و کاهش تعداد پروانههای صادره بخش مسکونی حکایت از نارضایتی سرمایهگذاران بخش خصوصی از وضعیت بازار مسکن دارد. رونق یا رکود؟ کدام یک در حال حاضر بر بازار حاکم است؟
برای پاسخ به این پرسش میتوانیم از دادههای اقتصادی کمک بگیریم: نمودار زیر تولید ناخالص داخلی را در کنار سرمایهگذاری در مسکن در فاصله سالهای ۱۳۵۹ تا ۱۳۸۵ نشان میدهد. مقایسة این دو روند نشان می¬دهد که رابطة کاملاً آشکاری بین حرکت بلندمدت تولید ناخالص داخلی و سرمایه¬گذاری در مسکن وجود دارد به گونهای که:
- در دوران رونق اقتصادی پس از آغاز جنگ که عمدتاً ناشی از افزایش درآمدهای نفتی است در بخش مسکن نیز، رونق قابل مشاهده است.
- با اتمام جنگ و آغاز برنامة اول توسعة اقتصادی، اجتماعی و فرهنگی کشور رونق اقتصادی قابل توجهی در کشور ایجاد شده که به بروز نرخ¬های رشد دورقی تولید ناخالص داخلی انجامیده است. مشابه همین رونق در بخش مسکن نیز به وقوع پیوسته که نشانه آن افزایش شدید سرمایه¬گذاری بخش خصوصی در آن است.
- اثر رکود اقتصاد ناشی از کاهش قیمت نفت در پایان دهة ۱۳۷۰ که ناشی از بحران اقتصادی جنوب شرق آسیا بود نیز با آنچه در بازار مسکن رخ داده در تناسب کامل است.
- با آغاز دهة ۱۳۸۰ و افزایش مداوم قیمت نفت، نرخ رشد اقتصادی کشور نیز کمابیش ثابت بوده و روند مشابهی نیز در بخش مسکن قابل مشاهده است.
دادهها گویای این هستند که در بلندمدت ارتباط کاملاً مستقیمی بین تولید ناخالص داخلی و سرمایه¬گذاری بخش خصوصی در مسکن وجود دارد و تقریبا عمده مطالعات اقتصاد کلان که رابطه میان نوسانات اقتصاد کلان و بخش مسکن را بررسی کردهاند معتقدند که سرمایهگذاری در بخش مسکن یا رونق (و همینطور رکود) با یکی دو فصل تأخیر نسبت به رونق (یا رکود) اقتصاد کلان واکنش نشان میدهد. اما پرسش؟ چه میشود که اکنون بازار در کرود به سر میبرد؟ شاید یک توضیح آن این است که تولید ناخالص داخلی رشد چندانی ندارد و به همین دلیل بازار مسکن هم از تب و تاب افتاده است.
یکی دیگر از متغیرهای کلان بسیار تأثیرگذار بر بخش مسکن نرخ رشد نقدینگی در کوتاهمدت است که نمودار زیر هم رابطه میان این متغیر با سرمایهگذاری در بخش مسکن را نشان میدهد. تغییرات نرخ رشد سرمایه¬گذاری بخش خصوصی در مسکن را در کنار نرخ رشد حجم نقدینگی برای دروة ۱۳۸۵-۱۳۶۰ نشان می¬دهد. دقت در این نمودار از وجود همحرکتی نسبتاً قوی بین نرخ رشد سرمایه¬گذاری در مسکن با وقفه¬های نرخ رشد نقدینگی حقیقی حکایت دارد. به عبارت دیگر آنچه از نمودار ۳ بر می¬آید حاکی از آن است که تغییرات رشد حجم نقدینگی حقیقی در کوتاه¬مدت با چند فصل تأخیر موجب تغیر نرخ رشد سرمایه¬گذاری در مسکن می¬شود.
حال با توجه به این دادههای تاریخی تحلیل شرایط فعلی بازار مسکن آسانتر میشود: از یکسو تولید ناخالص داخلی رشد چندانی ندارد و از سوی دیگر سیاستهای پولی انقباضی که از آنها تحت عنوان دوقفله و سه قفله کردن صندوق بانک مرکزی نام برده میشد، دست به دست هم دادهاند و بازار مسکن را درحالحاضر به اغماء فروبردهاند.
خشنودی سیاستگذاران از کاهش قیمت مسکن که البته برای گروهی از آحاد اقتصادی اثر مثبتی به همراه دارد، نشان از غفلت آنها از بخش دیگری از بازار مسکن دارد: هرچه عرضه مسکن ناشی از کاهش سرمایهگذاری و ساختوساز کاهش مییابد، بر قیمت اجاره مسکن افزوده میشود. گویا نارضایتی سرمایهگذاران و اجارهنشیان در راستای هم هستند. افزایش اجارهبها در بازار مسکن نشان از دو چیز دارد: یکی افزایش تقاضا برای مسکن اجارهای، یکی هم کمبود عرضه مسکن اجارهای. درواقع، بخشی از کاهش ساخت و ساز مسکن موجب کاهش عرضه مسکن اجارهای میشود. البته اجارهبها به شدت تحتتاثیر رفتار صاحبان مسکن هم هست. یعنی آنها معمولا با افزایش سایر هزینههای زندگیشان میخواهند که با افزایش اجارهبها آن را جبران کنند. بههرحال، این روزها میبینیم که گروهی از وضعیت نسبی بازار مسکن راضی هستند چراکه نتیجه آن را کاهش تورم مسکن میدانند، اکا دو گروه بسیار مهم ناراضی هستند: سرمایهگذاران و اجارهنشینان؟ علم اقتصاد علم انتخاب و امکان(نا)پذیری ارو است.
